TO: All Prospective Offerors
SUBJECT: Request for Proposal (RFP), Solicitation No. NNG16544506R, Systems and Software Assurance Services (SAS)
You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA Goddard Space Flight Center’s (GSFC) Independent Verification and Validation (IV&V) Systems and Software Assurance Services (SAS) solicitation. The principal purpose of this solicitation is to acquire specialized system and software engineering and development as well as system and software assurance services. These services will be performed on selected systems being developed by or for NASA, other Federal, State and local government agencies, commercial entities and/or other organizations and institutions as directed by the Government. The Statement of Work, Attachment A, describes the scope of the requirement.
This acquisition will be conducted as a full and open competition. The North American Industry Classification System (NAICS) code for this acquisition is 541330 and the small business size standard is $38.5M.
This competitive procurement will result in a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract with the ability to issue CPFF task orders. The contract will have an effective ordering period of five years from the contract effective date. The anticipated contract effective date is May 11, 2017. Phase-In will be conducted, under a separate contract or purchase order, during the up to 45-day period prior to the effective date of the contract.
The contract will be predominately onsite at the NASA’s IV&V Facility in Fairmont, WV.
Contract performance may also be other NASA centers, offsite at the Contractor’s facilities, and other locations as deemed necessary for performance of the Statement of Work. Alternate places of performance may be specified in individual task orders issued. The Government will make available spaces for approximately 100 individuals at the NASA IV&V Facility in Fairmont, WV. Additionally, twelve (12) spaces are available at Kennedy Space Flight Center, Florida;
four (4) spaces are available at GSFC, Greenbelt, MD; and four (4) spaces are available at Marshall Space Flight Center, Huntsville, Alabama. The Government will make available existing Installation-Accountable Government Property (IAGP) for onsite contract performance and Government Furnished Property (GFP) for offsite use at the Contractor’s facility.
Note, at NASA’s Industry Day for this solicitation, the Contracting Officer incorrectly stated that 20 Government spaces were available for contractor personnel supporting Johnson Space Center’s International Space Station task requirements. While these requirements are anticipated, the incumbent contractor currently provides this space and the SAS contractor will be required to provide space to support continued ISS support personnel. ISS support requirements will be further defined and implemented via task order during the phase-in process.
