Place of performance is Joint Base Pearl Harbor-Hickam, Hawaii. The contractor must conduct structural analysis of Building 2028H (supporting a 2,000-pound FS-SUADS unit on the roof) and Building 3382H (supporting a 1,200-pound unit on the roof and attached to a concrete support wall). The analysis must evaluate dead load, wind load, and seismic load capacity. The contract is firm-fixed price with 40 hours of work structured as five 8-hour workdays between June 18 and 26, 2026; hours may exceed 40 with approved justification.
Evaluation criteria weight past performance at highest priority—minimum three years structural analysis experience and five years structural engineering experience with supporting narrative or resumes (10-page limit)—followed by technical qualifications (Bachelor's degree in civil engineering or equivalent from an accredited U.S. institution with documentation), price reasonableness and completeness, and performance schedule. Deliverables consist of structural certifications complying with applicable Air Force policy, the International Building Code, National Electrical Code, Uniform Fire Code, and NACE, NFPA, and SSPC standards. Government-furnished information includes existing construction drawings and specifications for all existing roof equipment. Submission must include completed Sections 6-9, pricing on an hourly basis, past performance references, and statement of agreement with terms, sent via email to SSgt Aiyana J. Scott (aiyana.scott.2@us.af.mil, 808-447-3134). Payment terms are Net 30 unless alternate terms are proposed. The Government will accept final deliverables within 15 workdays of receipt.
