About this file

This is a Questions and Answers document clarifying requirements for a structural engineering survey related to equipment installation at two Air Force buildings.

The project involves conducting structural analysis surveys at Building 2028 (roof installation) and Building 3382 (side wall bracket installation) to assess their capacity to support specialized equipment. The analysis must include wind and seismic load evaluation in addition to dead load assessment. The Period of Performance runs from June 15 through June 26, with submissions due no later than June 26. While the original estimate specified 40 hours structured as five 8-hour workdays, the government clarified that hours may exceed 40 with approved justification. Additional funding can be secured with appropriate justification if the government requests revisions or additional information beyond the stated performance period, with a 10 business day timeline for such revisions. The contractor will work with a survey team of four to determine specific installation locations. Government-furnished information includes existing construction drawings (with any renovations and seismic upgrades) and specifications/loads for all existing roof equipment, all referenced in attachments 02 and 03. A CMMC certification requirement has not been finalized; the communications technician is awaiting a solidified answer regarding whether CMMC Level 1 suffices for this project.

Questions and Answers

Background: The RFQ stipulates the Period of Performance is June 15 through June 26, however also states “(5 days)”. Furthermore, the Solicitation appears to limit the total hours to 40 hours, structured as five (5) 8-hour workdays and the schedule of performance “Must equal 40 hours”. For this scope of work, including the review of two (2) unique buildings and specialized equipment typically the effort would exceed 40 hours – (Site Visit(s), Review of Existing structural drawings, review of equipment specifications, structural analysis of the roof and equipment including review of wind/seismic induced loads, written report, etc.). However, additional staff and/or longer work hours/days could allow completion within the POP:

Q1: Are the maximum hours to perform the work required to be limited to 40 hours? Or can the hours be exceeded as so long as the period of performance is not exceeded (Submission date no later than June 26)?

• A1: The max hours are not limited to 40 hours - it was an initial estimate. The maximum number of hours can potentially exceed 40 hours with an approved justification.

Q2: Beyond the stated POP, should the Government provide comments and/or change requests requiring an additional revision (to be performed within 10 business days) would additional hours be permitted and billed accordingly?

• A2: Additional funding (dependent on the amount) can be secured with appropriate justification to include the contractors responses to government requests for additional information.

Background: Description of Services

Q1: Has the Air Force identified an exact location they expect to place the equipment on the roof, or will the analysis include multiple possible locations where the equipment can be placed?

• A1: During their survey, the company developing the FS-SUADS identified 2 buildings that would allow the equipment to function to the best of its capabilities.

We are requesting a survey at the following two locations: 1) the roof of bldg. 2028 2) building 3382 for a side wall installation via brackets and want to ensure the building could hold the equipment.

Q2: The Description of Services states the equipment intended at Bldg 3382H “can be supported on the roof and attached to a concrete support wall”. Is the intent for the roof and wall to share the load or are these alternate locations where the equipment can be supported?

• A2: Bldg 2028 needs a survey for roof installation only and Bldg 3382 needs a survey for side wall install. The structural engineer will work with myself and a survey team of 4, for specific location install.

Q3: Do the loads stated include wind and seismic induced loads (from the equipment to the supporting structure) or are the loads stated limited to the dead load of the equipment?

• A3: Refer to attachments 02 and 03.

Q4: Does the description of services include wind and seismic load evaluation of the equipment for the purpose of attachment to the roof?

• A4: Yes. Need it included in the survey.

Background: Government Furnished Information

Q1: Are the existing construction drawings (including any renovations, seismic upgrades, etc) for the buildings available?

• A1: Yes there is. Refer to attachments 02 and 03.

Q2: Are the specifications/loads for all existing roof equipment available?

• A2: yes, refer to attachments 02 and 03.

Q3: Is there specific Cybersecurity Maturity Model Certification (CMMC) Level required for this project? (Does CMMC Level 1 suffice?)

• A3: The Comm technician does not believe so. He is awaiting a solidified answer.
