About this file

This document is a SUADS Site Selection Guide for the Fielding, Integration, Services and Training (FIST) program, prepared by OWT Global. It provides technical specifications and infrastructure requirements for deploying surveillance and monitoring tower systems at federal facilities.

The guide details tower specifications including power requirements (USA: 120V, 60Hz, 2400W; Europe: 230V, 50Hz), communications infrastructure (dedicated closed-network fiber with single mode or multi-mode capability and Ethernet connectivity), physical dimensions (12-foot square base with 57" x 17" ballast tray), total weight of 2,000 pounds with 800 pounds of concrete counterweight required, and operational height of 12-16 feet depending on location. Infrastructure requirements for tower installation mandate buildings with two or more stories featuring structurally sound flat roofs with clear line of sight, accessible via ladders, stairs, or manlifts. Alternative pre-existing tower locations require dedicated 110v/220v 20-amp circuits, fiber and Ethernet communications, NEMA enclosures for power and communications, absence of conflicting radio frequencies, and backup generator availability when possible. Power and communications cables must terminate in approved enclosures near installation sites, including two-gang outlet boxes on dedicated 20-amp circuits and minimum two-pair single-mode LC fiber breakout boxes. Server room infrastructure requires data center or communications room space accommodating a 62"H x 24"W x 40"D server rack, two 208v 30A circuits terminated in NEMA L6-30R connectors, dedicated closed-network fiber connectivity, and cooling capacity of 27,263 BTU/hour, with backup generator preferred.

SITE SELECTION GUIDE

Fielding, Integration, Services and Training

(FIST)

Tower Specifications

Power:

• USA 120V, 60Hz, 2400W (Standard Plug)

• Europe 230V, 50Hz

• Includes grounding connection kit

Comm:

• 1 pair dedicated closed-network fiber that connects to server location

• Single Mode or Multi Mode Fiber

• Ethernet

Tower Specifications

Tower Size:

• 12ft square base

• Ballast tray dimensions: 57” x 17”

Weight:

• 2000lbs total weight – 800 lbs. of concrete blocks must be used for counterweight

• Distributed weight is 12lbs per square foot

Height:

• 12-16ft dependent on location

Infrastructure – Tower

Any building/structure with the following:

Two stories or greater Flat roof surface that can structurally hold tower

• Optional - anchor points availability for guide wires to reduce weight load by 800lbs

Clear line of sight

• Trees

• Other buildings, towers, structures

Site accessibility

• Ladders, stairs, manlift, etc.

Infrastructure – Tower

Any pre-existing towers with the following:

Power

• 1 Dedicated 110v/220v 20 amp circuit Communications

• Fiber (SM or MM)

• Ethernet

NEMA Box that encloses power / comms No conflicting radio frequencies Back up generator (if available)

Infrastructure – Terminations

All power and comms cables need to be terminated in an approved enclosure near the tower installation site

Two-gang outlet box on a dedicated 20-amp circuit in conduit only containing power

Minimum of two pair Single Mode LC fiber breakout box More than two can be run to roof for later expansion Only one pair needs to be connected to the building's fiber point of presence.

Infrastructure – NEMA Enclosures

Examples of NEMA Enclosures and conduit from different installations

Note – OWT does not install the conduit / NEMA enclosures. The line of demarcation from OWT to the base facilities is the Towers network and power connectors

Infrastructure – Server Room

Any data center / comm room with:

Space availability to hold:

• 62”H x 24”W x 40”D server rack Power:

• Two 208v 30A circuits terminated in NEMA L6-30R Comm:

• 1 pair dedicated closed-network fiber that connects to all locations

• Single Mode or Multi Mode Fiber

• Ethernet

Cooling Requirements

• 27,263 btu/hr

Back up generator (if available)
