About this opportunity

The Defense Logistics Agency Energy issued Solicitation SPE60525R0213 for the direct delivery of various fuel products including gasoline, diesel fuel, jet fuel, ethanol, and marine gas oil to Department of Defense and Federal Civilian Agencies across Idaho, Montana, Oregon, and Washington. This requirement-type solicitation seeks suppliers to provide fuel distillates and residuals with quantities ranging from 498 gallons to over 1.4 million gallons per line item, delivered to military installations, national parks, coast guard stations, and other federal facilities. The contract is structured with line items grouped into 12 geographic clusters that must be awarded on an all-or-none basis, meaning offerors must propose on all items within a selected cluster. Evaluation will be conducted using a lowest price technically acceptable methodology based on the aggregate extended price for each cluster. However, on June 11, 2025, Amendment 0004 was issued canceling the entire solicitation, though the underlying requirement remains unchanged and a new solicitation will be issued in the near future.

This procurement was designated as a Total Small Business Set-Aside under NAICS code 324110 (Petroleum Refineries), with specific allocations for Women-Owned Small Businesses and Service-Disabled Veteran-Owned Small Businesses among the 151 total line items. The contract was intended to cover a five-year ordering period from October 1, 2025, through September 30, 2030, with deliveries to begin 48 hours after the ordering period commenced. Performance locations span across Idaho, Montana, Oregon, and Washington, including major military installations such as Malmstrom Air Force Base, Fairchild Air Force Base, Joint Base Lewis-McChord, and various naval stations and coast guard facilities. The solicitation included provisions for economic price adjustments with a maximum upward ceiling of 350% of the base price in any program year, and required compliance with National Fire Protection Association standards and environmental regulations. While the specific award value was not disclosed, the extensive scope covering multiple states and federal agencies over five years indicates a substantial procurement requirement.
