About this file
This document is a Standard Form 30 (SF 30) Amendment 0002 for Solicitation SPE60525R0213, issued by DLA Energy for a Direct Delivery Fuels contract covering Posts, Camps, and Stations (PC&S) in Idaho, Montana, Oregon, and Washington. The amendment provides detailed responses to 48 vendor questions regarding the solicitation, clarifying critical aspects such as cluster bidding requirements, delivery methods, pricing mechanisms, and contract specifications. Key highlights include a Total Small Business Set-Aside procurement with a five-year ordering period from October 2025 through September 2030, where vendors must bid on all line items within a cluster and use specific daily OPIS rack average pricing at 6:00 PM for fuel escalators.
The amendment addresses complex vendor inquiries about tank sizes, delivery modes (tank wagon vs. transport truck), unloading times, freight costs, and fuel additives across multiple locations. Notably, DLA Energy emphasizes that vendors must use the Prices to Web Tool to access historical pricing information, provide total per-gallon pricing inclusive of base reference price, freight, overhead, profit, and applicable taxes, and cannot modify the predefined cluster structure. The solicitation requires all proposals to be submitted via the Offer Entry Tool (OET) by June 2, 2025, at 4:30 PM EST, with the government intending to award without further discussions.

This amendment 0002 is hereby issued to provide responses to offeror questions to the COG 8 Solicitation
SPE60525R0213:
1. Our company is large. Would you allow our company to participate in this request?
ANSWER: This solicitation is a Total Small Business Set-Aside. Large Businesses can partner or team with Small Businesses (SBs) as long as the SBs are performing 51% of the work in accordance with FAR 19.
2. There is no 1449 to sign. Did I miss it somewhere?
ANSWER: A combined synopsis/solicitation does not require an SF 1449 in accordance with FAR 12.603(b).
3. Usually there is a single COG 8 mailbox for Solicitation information, has that changed? Should I send our completed Solicitation to everyone on the list above?
ANSWER: The magnitude of requirements listed in this solicitation, SPE60525R0200, requires a team approach to properly perform contract management functions. Offerors must submit their proposals in accordance with the solicitation requirements.
4. There is no request for information about our company name and address and banking information in the Solicitation. Did I miss it somewhere?
ANSWER: Offerors shall complete FAR 52.212-3, Offeror Representations and Certifications – Commercial Products and Commercial Services (MAY 2024). Offerors shall provide information, including banking information, when creating an account to receive payments in the Procurement Integrated Enterprise Environment (PIEE) if awarded a contract.
5. I have a question regarding escalators on the following lines. On the Attachment A Schedule file, the escalators have a different name than the one on attachment H. I would just like to make sure which one is the correct name. For example:
a. Line 14 – On Attachment A – Schedule PDF - escalator is ODMSULA1UR- OPIS DAILY MISSOULA MT NO1 ULS RED DYE, but on Attachment H – COG 8 Line Items, it is ADMISS1RD- Axxis Missoula ULS No. 1 red dye

7. We are interested in offering on Lines 0017 and 0018, which are part of Cluster 5. We do not have a strong gasoline position to offer on Line 15, which is part of this cluster. Is it possible for vendor to offer on lines 17 & 18 only and not get disqualified for the "all or none" clause for offering on a full cluster?
ANSWER: No. Offerors must offer on all line items in each cluster location to be eligible for an award.
8. Can you please explain the clusters that the CLINS will be grouped together in? Will there be a mix of fuel types in each cluster? I just wanted to confirm because we do not offer on jet fuel due to the specs that we don’t have access to.
ANSWER: DLA Energy made a business decision to solicit this acquisition in this manner. There is a mix of fuel types in each cluster. Offerors must offer on all line items in each cluster to be eligible for an award.
9. I am not seeing any insurance requirements in any of the attachments. Am I missing them?
ANSWER: Your price is to represent everything necessary to complete the delivery to the destination location and that total price shall be entered into the “Price” section per U.S. gallon in OET. Vendors are required to enter a total price per U.S. gallon, which includes the base reference price, freight, overhead cost, profit and any applicable taxes. As stated in the solicitation - Offerors shall not include in their prices any taxes or fees for which the U.S. Government or Department of Defense is exempt. Offerors are expected to know the relevant business procedures in the state and counties where fuel will be delivered. Disclaimer: DLA Energy is not an advisor or expert on pricing including taxes and does not offer pricing advice.
10. Would the WA and OR CAP-AT-THE-RACK environmental fees be applicable here?
ANSWER: As stated in the solicitation - Offerors shall not include in their prices any taxes or fees for which the U.S. Government or Department of Defense is exempt. Offerors are expected to know the relevant business procedures in the state and counties where fuel will be delivered.
11. Each side has a different Escalator. Do we have to use the one that is proposed or am I am able to choose an alternative one from a list within OET?
ANSWER: The Government is not accepting any exceptions to the escalators identified for each line item in the solicitation.
12. I noticed that the solicitation, SPE60525R0213, does not show as open in OET.
ANSWER: SPE60525R0213 has been uploaded in OET and is currently open for pricing entry. OET will close on June 9, 2025 at 4:30 PM, Eastern Standard Time (EST).
13. Solicitation Line item 51 in Warrenton, OR is requesting pricing for JP8. Would you please consider allowing bidders to provide pricing for JAA as they have the same additive package and JAA can be certified, at times, as
JP8?
ANSWER: DLA Energy contacted the Location for an answer. An answer will be posted on a separate amendment.
14. In Cluster #2, line item 0002 (Address: 4360 South Arnold Street, Boise, ID 83705) the tank notes says there is one 10k below ground tank, and one 1.2k mobile refueler. If we were to ever deliver to the 1.2k mobile refueler, would this require extra freight resources such as short loads (loads less than 7,000 gallons diesel), special attachments or fittings, tank wagon mode?
ANSWER: Currently, when the activity is placing diesel orders for their below ground tank and mobile refueler it is on the same delivery. They identify in the delivery order (DD1155) how much fuel is to be disbursed into each.
15. In Cluster #2, line item 0102, the tank notes is the same as line item 0002, but the mode is saying Tank Wagon is required while line item 0002 says transport truck with pump. Can you confirm if this site needs a tank wagon for this line item? It appears that if line item 0002 is a Transport Truck with Pump this line item would need the same mode.
ANSWER: DLA Energy contacted the Location for an answer. An answer will be posted on a separate amendment.
16. In Cluster #2, line Item 0001 says that a tank wagon is needed for delivery. Looking at Maps, the tank appears to be in a somewhat tight space, but there is a dirt road out behind the facility going to the tank. The notes also say 60ft of hose is required which indicates the truck may have to park far away leaving more space for a transport truck for delivery. Would it be possible to deliver this site with a transport truck?
ANSWER: DLA Energy contacted the Location for an answer. An answer will be posted on a separate amendment.
17. In Cluster #2, line items 0003, 0004, and 0005, all call out they need 1.5 – 2 hours of “free unloading time”.
Standard DLA contract language used to state that after 1 hour of unloading time at the site, the contractor can charge demurrage. On these sites, are we expected to incur demurrage and not charge the DLA? If so, we can build this into our freight costs, but still want to be competitive on our bid, so we want to know what the DLA’s expectation is.
ANSWER: The line item 0003, 0004 & 0005 states a requirement of either 1 ½ or 2hr time for off-loading, the vendor shall provide price with the amount of off-loading time indicated included. In attachment F Additional Contract Text - TRANSPORT TRUCK AND/OR TRUCK AND TRAILER FREE TIME AND DETENTION
RATES (PC&S) - Upon arrival of Contractor's transport truck or truck and trailer, the receiving activity shall promptly designate the tanks into which the load is to be discharged. Free time will commence when the discharge hose is connected to the receiving line at the delivery point and will end when discharge is completed.
The Contractor shall be paid for detention beyond free time for delays caused by the Government. A minimum of one hour free time is required. (1) Free time for unloading a transport truck or truck and trailer (includes one hour minimum plus any additional time): (2) Rate for detention beyond free time: - The Detention rate is referring to if the Contractor being held and unable to off load when promptly arriving at the location.
18. All of the escalators are based on Daily pricing. However, the Jet fuel industry uses a weekly average. How can we get these changed so everyone bidding can give a more competitive price? In the past we have been able to do this after we have been awarded on some locations, but it is very difficult.
ANSWER: In DLA Energy’s experience, the method of price calculation varies significantly among suppliers, even for jet fuel. For DLA Energy, it is utilizing daily pricing as it is the most common preferred method across all products. DLA Energy will continue to use the daily pricing for the Jet fuel.
19. How can we get an estimated fuel quantity for the locations that are not taking a full load delivery? In this region there are no Tank Wagon trucks so the fuel is loaded in a full load truck and the freight is based on the gallons delivered as if it was fully loaded. Then we have to average that cost over the amount delivered. Without an average quantity we have to guess based on the tank size and that does not allow us to give the best rate. The following locations I am bidding on that are short load are items: 0017, 0031, 0044, 0061, 0088, and 0135. If you could ask each location for an estimated delivery amount based on past deliveries that would be extremely helpful. Or give us a way to adjust the price when they place an order if we are awarded the location.
ANSWER: The quantities are reflected based on the anticipated amounts from the Location. The Locations perform market research and base their requirement on yearly lifts at the individual Locations. It is hard to anticipate if more fuel may be needed or less. The forecasts from the Locations are based on their previous fuel consumptions of winter and summer months. Based on this information, DLA Energy receives quantity amounts for the five year period and is reflected within the solicitation. DLA Energy strongly suggests that vendors use the Prices to Web Tool to access previous lift or pricing information on current contract using the following site:
https://www.dla.mil/Energy/Business/Prices-To-Web/ so their pricing reflects the intricacies of deliveries and acquired expenses within their bids
20. Can you confirm that for the following locations that they have to have all 3 additives? That is much harder to source and the fuel has to come from farther locations causing more freight. Often, they request it and do not need it. These locations are items: 0016, 0017, 0018, 0031, 0044, 0060 and 0061.
ANSWER: DLA Energy receives the requirements for the fuel from the Location. They are requiring the additives added to the fuel. Vendors are to adjust their freight accordingly knowing that the fuel will come from a farther location which increases the transportation and freight charges.
21. Could the DLA confirm if solicitation line item #1 & item #102 truly require tank wagons? Some context behind the question is that we don’t have any tank wagon support in Boise and cannot provide a Tank Wagon offer, but we’d like to still bid on cluster 2.
ANSWER: Per the Activity, they are requiring tank wagons for deliveries. However, DLA Energy is aware that tank wagons are not available. We understand that if a vendor delivers via tank truck for 4,000 USG, they are paying for all the space within the tank truck.
22. How does Executive Order 14222 affect payment processes and documentation requirements for this contract?
https://www.dla.mil/Energy/Business/Prices-To-Web/
ANSWER: Executive Order 14222, the transformation in Federal spending on contracts, grants, and loans to ensure Government spending is transparent and Government employees are accountable to the American public, does not inherently change DLA-Energy’s contracting practices as they are aligned with the President’s initiatives that all Department of Defense Agencies are following. Therefore, there are no changes to DLA Energy’s payment processes and documentation requirements. DLA Energy operates on a Net 30 from receipt of a proper and complete invoice. If this changes, DLA Energy will issue amendments/modifications to keep vendors aware of changes to the current processes.
23. Are these clusters set in stone? For example, is there any chance you may consider putting JAA and JP8 in a cluster to itself per state? The specs that are required for those are not readily available on the commercial side to small businesses. It is my understanding that if we cannot bid on the whole cluster, then we are not eligible for any of it.
ANSWER: DLA Energy has contemplated the choice of clusters assigned to the Locations to provide opportunities for Small Business Concerns. Line Items are being solicited and will be awarded All-or-None for the locations within Clusters. If you offer on any line item in a cluster, you must offer on all the line items within that cluster.
24. Would it be possible to break the clusters into locations? I am just trying to see if there are ways that vendors can possibly be able to bid on this solicitation.
ANSWER: The line items are assigned into clusters for the identified locations. DLA Energy will not be breaking up the clusters into smaller clusters.
25. When I try to select a new escalator for some of the items, I see a lot of them having two of the exact same options with different prices. Which would I choose? See example below.
ANSWER: There was a technical issue identified when uploading the line items into OET. The technical issue has been resolved and corrected. There should be one price for each escalator. DLA Energy is not accepting any exceptions to the escalators identified on each line item. Vendors shall use the escalator identified on each line item.
26. I do not see where I would list the freight/delivery charges on the “Offer Bid Lines” section. Do I add it into the “Price” section on a per gallons basis?
ANSWER: Your price is to represent everything necessary to complete the delivery to the destination location and that total price shall be entered into the “Price” section per U.S. gallon.
27. I do not see where I would add other charges like demurrage and pump truck fees the “Offer Bid Lines” section. Am I able to add those fees elsewhere?
ANSWER: Vendors are required to mention what detention and free time fees are by completing: The
TRANSPORT TRUCK AND/OR TRUCK AND TRAILER FREE TIME AND DETENTION RATES (PC&S)
under Attachment F. DLA Energy might suggest that vendors include pump truck fees as a part of detention rates. Invoices for detention costs will be submitted by the Contractor directly to the activity receiving the product.
28. The price section says to “enter total price for each line item inclusive of applicable taxes”, but it also has me select the taxes under the “taxes” section of the “Offer Bid Lines” section. Should I really duplicate those taxes?
ANSWER: The Offeror Entry Tools asks a vendor to enter their price inclusive of applicable taxes. If your offer price is $3.50 which includes taxes, you should enter that as your price. Entering the tax name and amount of tax is only identifying what tax and amount is included in your price. OET does not add the tax amount to the price entered. Example: Vendor price - $3.50 includes taxes. FET $0.20 is included. ($3.50 - $0.20 = $3.30) Vendor price total is $3.50 which is inclusive of applicable taxes. Be sure to identify the breakdown of the $0.20 in taxes = FET, Lust Tax, Oil Spill, etc. As stated in the solicitation - Offerors shall not include in their prices any taxes or fees for which the U.S. Government or Department of Defense is exempt. Offerors are expected to know the relevant business procedures in the state and counties where fuel will be delivered. Disclaimer: DLA Energy is not an advisor or expert on which tax is applicable to the fuel destination location for each line item.
29. Under the price section, should I add “Escalator adder, freight cost, and taxes” or should I add “base reference price, escalator adder, freight cost, and taxes”. Put simply, do I add the “BR Price” to the amount I put in the “Price” column?
ANSWER: The price provided is a total price of all costs required to deliver fuel to the identified location in the line item. OET will not add anything to calculate a full price.
30. I am seeing quantities listed for each site. Are the quantities listed on an annual basis or are the amounts on a combined basis for the full 5 years of the contract?
ANSWER: Yes, in accordance with FAR 52.216-21 Requirements (Oct 1995) (pg. 29 of solicitation) this is the estimated quantities for the 5-year contract. The quantities stated represent the government’s best estimates covering the entire ordering period.
31. Regarding NSN 9140-015416760 (DSS), Delivery Identification: N68436600 - BANGOR, what is the average delivery amount per load? Since this site says we need to deliver by barge, we need to know how much the site expects to take on a per delivery basis in order to price it the way we need to.
ANSWER: DLA Energy strongly suggests that vendors use the Prices to Web Tool to access previous lift or pricing information on current contract using the following site: https://www.dla.mil/Energy/Business/Prices-To- Web/ so their pricing reflects the intricacies of deliveries and acquired expenses within their bids
32. Do you have tank sizes and average deliveries for the Idaho locations? Cluster 1 and 2?
ANSWER: DLA Energy strongly suggests that vendors use the Prices to Web Tool to access previous lift or pricing information on current contract using the following site: https://www.dla.mil/Energy/Business/Prices-To- Web/ so their pricing reflects the intricacies of deliveries and acquired expenses within their bids
33. Are the tank above ground or below ground?
ANSWER: Within Attachment A - Schedule, vendors can find the details of line items. The line items/CLINS are followed by a delivery narrative which identifies whether the tanks are above or underground including their tank size.
34. Do you have previous bid tabulations?
ANSWER: DLA Energy strongly suggests that vendors use the Prices to Web Tool to access previous lift or pricing information on current contract using the following site: https://www.dla.mil/Energy/Business/Prices-To- Web/
35. For bid purposes would you like us to use the refence price listed and add or subtract our markup or markdown?
ANSWER: The price provided is a total price of all costs required to deliver fuel to the identified location in the line item. OET will not add anything to calculate a full price.
Your offer should include the base reference price and all additional fees applicable taxes to the state(s) where an offer is being made. Disclaimer: DLA Energy is not an advisor or expert on pricing including taxes and does not offer pricing advice.
36. Just to clarify, pricing will be based off of daily OPIS rack average 6:00pm?
ANSWER: Attachment F – Additional Contract Text - ECONOMIC PRICE ADJUSTMENT - PETROLEUM PRODUCT PRICE, POST, CAMP, AND STATION (PC&S) states Oil price information service (OPIS): For all items employing OPIS, the reference price in effect on the date of delivery shall be the end of day OPIS rack average effective (6:00 p.m. timestamp) that day. In the event there is no price published for date of delivery, then it shall be the item’s reference price that was last in effect.
37. In Attachment H – COG 8 Line Items, Line item 1 has an escalator of "Boise ULS Kero". Diesel#1 is often called "kerosine" but OPIS posts a "Diesel #1" index not a "Kerosine" index. I want to be completely sure there isn't a specific index we are not aware of for this fuel. Can we use Boise diesel #1 as the index for this line item?
ANSWER: The escalator for line item 0001 is OPIS Daily Boise ID No 1 ULS not “Boise ULS Kero”. Vendors are required to use the escalator that is identified on each line item when building their offer price. Offerors are expected to know the https://www.dla.mil/Energy/Business/Prices-To-Web/ https://www.dla.mil/Energy/Business/Prices-To-Web/ https://www.dla.mil/Energy/Business/Prices-To-Web/ https://www.dla.mil/Energy/Business/Prices-To-Web/ relevant business procedures in the state and counties where fuel will be delivered. Disclaimer: DLA Energy is not an advisor or expert on pricing including taxes and does not offer pricing advice.
38. In Attachment H – COG 8 Line Items, Line item 2 shows that there is a 10k below ground tank and one 1.2k mobile refueler. If a delivery to the mobile refueler is requested, would that require special fittings or a tank wagon truck? Additionally, if we do have to send deliveries to this mobile refueler, will the DLA make everyone aware that these will be shorter deliveries? I only ask as this is one we would likely bid with a short load fee baked in, but don't want to lose the bid because others have lower freight rates not assuming deliveries to this smaller tank.
ANSWER: Currently, when the activity is placing diesel orders for their below ground tank and mobile refueler it is on the same delivery. They identify in the delivery order (DD1155) how much fuel is to go into each.
39. In Attachment H – COG 8 Line Items, Line Item 102 is in the same group as line item 2 and has the same tank notes as line item 2, but the mode says Tank Wagon is required while line item 2 says transport truck with pump.
Can we confirm if this site needs a tank wagon for this line item? It appears that if line item 2 is a Transport Truck With Pump line 102 would need the same mode.
ANSWER: Line item 0102 is for gasoline and line item 0002 is for diesel. The tanks are located in the same area but due to accessibility to the gasoline tank a tank wagon is necessary.
40. In Attachment H – COG 8 Line Items, Line Item 1 says a tank wagon is needed for delivery.
ANSWER: DLA Energy has contacted the Location and is currently waiting on an answer. An answer will be posted via an amendment.
41. In Attachment H – COG 8 Line Items, Line items 3,4, and 5 all call out they need 1.5 – 2 hours of “free unloading time”. I was thinking previous DLA contract language stated that after 1 hour of unloading time at the site the contractor can charge demurrage. On these sites, is the contractor expected to incur demurrage and not charge the DLA? If so, we can build this into our freight costs, but still want to be competitive on our bid, so we want to know what the DLA’s expectation is.
ANSWER: The line item 0003, 0004 & 0005 states a requirement of either 1 ½ or 2hr time for off loading, the vendor shall provide price with the amount of off loading time indicated included. In attachment F Additional Contract Text - TRANSPORT TRUCK AND/OR TRUCK AND TRAILER FREE TIME AND DETENTION RATES (PC&S) - Upon arrival of Contractor's transport truck or truck and trailer, the receiving activity shall promptly designate the tanks into which the load is to be discharged.
42. Can you tell me if line items 0016, 0017, 0018 0031, 0044, 0051, 0053, 0060, 0061, 0083, 0088, 0135 are part of a cluster?
ANSWER: Venders are encouraged to utilize the Excel version of COG 8 Line items provided and filter by the headers to ensure all line items are captured in each cluster.
43. Can you please confirm that the “clusters” are groups that need to be bid together? A couple of these line clusters are very large and, due to their size, are prohibitive as we cannot support all the CLINs in each group.
ANSWER: As stated in the solicitation - Contract Line Items (CLINS) are being solicited and will be awarded All-or-None for the location within Clusters. If you offer on any line item in a cluster, you must offer on all the line items within that cluster.
44. Would the DLA consider breaking up some of these groups, such as Groups 3, 7, 9, and 8? Could these groups be broken down more regionally?
ANSWER: DLA Energy will not be breaking up the clusters into smaller clusters.
45. Are Line Items 0010, 0011 and 0012 accessible by truck and trailer? With a tank of that size it seems like a semi or TT should be able to access, but the delivery method says tank wagon.
ANSWER: Line items 0010, 0011 and 0012 has tight area to navigate to a make delivery, so a tank wagon is the request mode of delivery.
46. What are the average delivery sizes for CLIN 0017 and 0018?
ANSWER: DLA Energy strongly suggests that vendors use the Prices to Web Tool to access previous lift or pricing information on current contract using the following site: https://www.dla.mil/Energy/Business/Prices-To- Web/
47. Would DLA consider ungrouping the JAA CLINs?
ANSWER: DLA Energy will not be breaking up the clusters.
