About this file

This is a Standard Form 30 Amendment (Amendment 0001) for Solicitation SPE60525R0213, issued by DLA Energy for the COG 8 Posts, Camps and Stations (PC&S) fuel supply contract. Key changes include extending the solicitation deadline to June 9, 2025 at 4:30 PM EST, modifying small business set-aside details (reducing Service-Disabled Veteran-Owned Small Business line items from 47 to 43 and Women-Owned Small Business line items from 25 to 23), and revising the price evaluation factor to award based on the lowest aggregate extended price for each cluster of line items.

The amendment also removes 11 specific line items from Attachment H (locations in Montana, Oregon, and Washington), covering various fuel types including ULSD, gasoline, marine gas oil, fuel ethanol, jet fuel, and fuel oil. The solicitation remains a total small business set-aside for fuel product supply to Department of Defense and Federal Civilian Agencies in Idaho, Montana, Oregon, and Washington, with an ordering period from October 1, 2025 through September 30, 2030. Offerors must submit pricing for full quantities within each cluster on an all-or-none basis, with the contract to be awarded to the lowest aggregate extended price.
