About this file

This document is a Standard Form 30 (SF 30) Amendment 0003 for Solicitation SPE60525R0213, issued by DLA Energy for Direct Delivery Fuels. The amendment provides official responses to seven contractor questions regarding fuel delivery specifications for various locations in Idaho, Montana, Oregon, and Washington. Key clarifications include confirming delivery modes for specific line items (transport truck vs. tank wagon), correcting quantity discrepancies (e.g., one line item's five-year quantity adjusted from 498 to 10,000 USG), and updating the status of multiple line items (some deleted, some still needed).

The solicitation is a Total Small Business Set-Aside under NAICS 324110 for fuel product distribution to Department of Defense and Federal Civilian Agencies. The contract period runs from 01 October 2025 through 30 September 2030, with proposals due by 2 June 2025 at 4:30pm EST. Contractors must submit offers via the Offer Entry Tool, proposing on all line items within a cluster if bidding on any items in that cluster. The government intends to award without discussions, emphasizing the need for complete and compliant initial proposals. Offerors are advised to include Federal Excise Tax and confirm applicable state and local tax rates in their pricing.

STANDARD FORM 30 (REV. 11/2016)

Prescribed by GSA FAR (48 CFR) 53.243

The purpose of this SF 30 Amendment 0003 is hereby issued to provide responses to offeror questions for COG 8 Solicitation SPE60525R0213:

1. In Cluster #2, line item 0102, the tank notes is the same as line item 0002, but the mode is saying Tank Wagon is required while line item 0002 says transport truck with pump. Can you confirm if this site needs a tank wagon for this line item? It appears that if line item 0002 is a Transport Truck with Pump this line item would need the same mode.

ANSWER: The mode of delivery for line item 0102 will be the transport truck as there is no limited space at the Location that would require the smaller tank wagon.

2. In Attachment H – COG 8 Line Items, Line Item 1 says a tank wagon is needed for delivery. Looking at Maps, the tank appears to be in a somewhat tight space, but there is a dirt road out behind the facility going to the tank. The notes also say 60ft of hose is required which indicates the truck may have to park far away leaving more space for a transport truck for delivery. Would it be possible to deliver this site with a transport truck?

ANSWER: The Location advised that there is plenty of room for the transport truck to make deliveries. However, based on the Location, they may require 2,000 to 4,000 USG per order. The location will definitely require the tank wagon for deliveries.

3. For solicitation line item #62, is the quantity requested over a 5-year contract 498 gallons?

ANSWER: The accurate quantity over the five (5) year period will be 10,000USG.

4. I am looking for clarification regarding line 0049 in Astoria, OR. It is stated that a total of 747,000 gallons is requested and there is only one 132-gallon tank on-site. Successfully delivering under these conditions does not seem feasible. Can you please confirm all information posted for this line item is correct so we can bid accordingly.

ANSWER: The Location has the above ground tank according to the Location. The size of the tank is much larger than the solicitation shows. The Location said this tank may be a 1,000 gallon tank. However, verification cannot be made until 6/10/25.

5. Line items: 0007, 0056, 0060, 0062, 0078, 0098, 0102, 0111, 0114, 0115, 0119, and 0131. According to Attachment +A+-+Schedule, the notes state that these sites are no longer needed. Can you please confirm that also?

6. From my understanding, federal agencies do not pay state excise taxes on fuel. Why are you requesting that they be added to the price of fuel?

ANSWER: Offerors are responsible for confirming the applicability of taxes and tax rates with the state or local tax authorities. Offerors are advised that offer prices should include FET and all other applicable taxes and fees and all other costs arising from contractor's performance of the contract, where no U.S. Government or Department of Defense exemption applies. Offer price should be a unit price per U.S. gallon.

7. All other terms and conditions under solicitation SPE605-25-R-02173 remain unchanged.
