About this opportunity
NASA Kennedy Space Center is soliciting one or more indefinite-delivery, indefinite-quantity (IDIQ) task order contracts for spacecraft processing and operations services, with proposals due July 1 at 12:00 PM ET. This solicitation (80KSC022R0020 Rev. A, Amendment 04 as of June 16) is set aside for Women-Owned Small Businesses (WOSB), with a separate track for Economically Disadvantaged Women-Owned Small Businesses (EDWOSB).
Place of performance includes facilities designated by the contractor at Kennedy Space Center/Cape Canaveral Space Force Station and Vandenberg Space Force Base. Work encompasses spacecraft processing, integration, hazardous-material handling, propellant loading, spin-balancing, encapsulation, and pre-launch support activities. The contractor must operate ISO 14644-1 Class 8 cleanrooms with temperature maintenance of 65–75°F, relative humidity of 30–60%, particle count limits, non-volatile residue monitoring at 0.5 g/cm² per month, and hydrocarbon levels at or below 15 ppm. Facilities require mechanical systems (overhead cranes per OSHA/ANSI/ASME standards), electrical infrastructure (208 VAC three-phase and 120 VAC circuits with UPS and generator backup), and communications systems (voice, television, timing, data, fiber optics, RF capability, LAN, and cellular repeater systems). Propellant-handling facilities must include decontamination areas, fueling islands with spill containment, and breathing air distribution. The contractor must achieve and maintain key personnel with authority to commit to facility activities and maintain a facility manifest schedule with quarterly submissions.
The NAICS code is 336419 (Other Guided Missile and Space Vehicle Parts and Auxiliary Equipment Manufacturing) with a 1,050-employee small business size standard. The contract period runs from award through seven days after final mission facility departure, with a ten-year ordering period expiring February 1, 2033. Proposals require three volumes: Technical/Management Capability (oral presentations of maximum 120 minutes per facility, scheduled for the week of July 13, 2026, plus written submission of 35 pages maximum per facility), Price (not-to-exceed pricing for three calendar years per Attachment A.2), and Administrative/Model Contract. Evaluation is based on technical and management capability acceptability and price reasonableness without discussions, though discussions may be conducted if deemed necessary. Award may be made to one or more responsible offerors meeting acceptability standards.
