Scope of Agreement

The National Aeronautics and Space Administration (NASA) Launch Services Program (LSP) is tasked with the management of the integration and launch of spacecraft aboard commercial launch vehicles. This Launch Site Support Plan (LSSP) documents the common products and services for launch site processing provided for NASA Launch Services (NLS) II spacecraft customers in a NASA provided payload processing facility (PPF). These common requirements represent the minimum requirements for a NLS II LSP spacecraft and may be supplemented by a spacecraft LSSP.

Complimentary to the requirements, the applicable policies that govern launch site processing are documented in the LSP-UG-332.01, Guide for NASA Spacecraft Processing at Kennedy Space Center (KSC) or LSP-UG-332.02, Guide for NASA Spacecraft Processing at Vandenberg Space Force Base (VSFB).

1 Spacecraft Project Description

This LSSP reflects the most common processing flow and requirements for a LSP NLS II spacecraft processing in a NASA LSP-provided PPF. The common spacecraft configuration is a scientific or robotic spacecraft, with mono propellant, and with some contamination sensitive surfaces.

2 Launch Site Processing

A spacecraft project has prime responsibility for spacecraft assembly, test, and servicing while processing at the launch site. LSP provides support services to the spacecraft program and personnel at the launch site. The LSP Launch Site Integration Manager (LSIM) is responsible for arranging, coordinating, and verifying these launch site support services for LSP missions. An overview of the processing for a common LSP NLS II spacecraft is listed in section 2.1.

The Launch Service Contractor (LSC) has prime responsibility for launch vehicle (LV) hardware assembly, test, and servicing while processing in LSP provided facilities. LSP provides support services to the LSC at LSP provided facilities for the work necessary for the spacecraft to launch vehicle integration activities. An overview of the common processing for launch vehicles in a LSP-provided PPF is listed in section 2.2.

The spacecraft processing facility provider has prime responsibility for providing, operating, and maintaining the facility, along with providing the support and services necessary and agreed to allow the spacecraft and LSC to successfully prepare for launch.

2.1 Common Spacecraft Launch Site Processing

The detailed launch site processing products and services requested for LSP spacecraft are listed in the Common Support Requirements and Common Communication Support Requirements (Tables 4.1 and 4.2, respectively).

The common processing for a LSP NLS II spacecraft includes:

· ground support equipment (GSE) arrival at the processing facility

· setup of support areas at the processing facility including control rooms and office space

· spacecraft arrival, setup, and inspection

· spacecraft assembly and/or instrument integration (if required)

· spacecraft aliveness testing and system performance testing

· propellant loading/decontamination activities (if required)

· battery installation and charging

· final cleaning

· ordnance installation (if required)

A diagram of the most common launch site processing flow activities for LSP NLS II spacecraft is included as Figure 2.1.

2.2 Launch Vehicle Processing Requiring LSP Support

Common launch site processing products and services requested by the LSC are included in the attached Common Support Requirements and Common Communication Support Requirements (Tables 4.1 and 4.2, respectively) for processing in LSP-provided facilities. This LSSP expects the encapsulation of the spacecraft to occur in the processing facility, whether it be a payload processing facility (PPF), hazardous processing facility (HPF) or encapsulation bay (EB), and the requirements for encapsulation are included.

LSC activities may include the following:

· ground support equipment (GSE) arrival at the processing facility

· setup of support/office areas at the processing facility

· element cleaning

· mating of spacecraft to payload attach fitting or payload adapter

· system performance testing

· encapsulating spacecraft into fairing

· ordnance installation (if necessary)

· moving encapsulated spacecraft onto the transporter

4 Common Support Requirements And Communication Support Requirements Matrixes

The following Support Requirements Matrix contains items that shall be provided by the facility contractor to meet the requirements of a common LSP NLS II spacecraft customer, the LSC, and the launch site team in order to implement a successful launch site flow.

The facility contractor shall provide responses wherever to be proposed (TBP) is listed. This includes their commitment to provide the required items in the commitment column.

If a facility contractor cannot meet a particular requirement, the Comments/Implementation column should address how the intent of the requirement will be met. When specific information is requested in the Comments/Implementation column with a TBP, the facility contractor shall provide the information for the offered standard service. For example, in requirement 0001 the contractor shall provide the square footage of available cleanroom(s) being offered as a standard service:

Location Descriptions:

The processing facility minimum requirements for a LSP spacecraft mission are dedicated use of one cleanroom with an airlock (shared use of airlock is acceptable) and a garment change room, one control room, two dedicated LSP offices, and two Spacecraft Customer office areas, as long as those facilities are able to meet the full set of requirements. The Contractor shall also provide access to conference areas and storage facilities.

Spacecraft non-hazardous processing, hazardous processing and encapsulation may occur in a single location capable of all the processing, or they may involve separate spaces for each phase subject to the dimensions, capabilities, and features of the facility offered for use.

A HPF is processing space outfitted to support spacecraft propellant loading or operations with other hazardous substances. If a facility contractor is not offering HPF capabilities for hazardous processing, all [HPF Only] designated requirements would be N/A.

An EB is an area for spacecraft mating to the LV adapter and encapsulation into the LV fairings. The EB requirements include the minimum requirements for preparing the launch vehicle adapter and fairing for encapsulating the spacecraft, as well as for encapsulation itself. The EB requirements are additive to the PPF or HPF requirements in either square footage, time, or both.

An airlock, or equivalent space, is required for hardware entry to a cleanroom from outside.

Control room space and office space are required for the duration of the processing through launch. If a spacecraft processing is conducted in multiple locations, the supporting facilities (control room, airlock, and offices) may be the same while the spacecraft is in each location or may also change with each change in spacecraft location.
