FOR AWARENESS - REVISION to SOLICITATION:
The Government has extended the RFP Submission. Please review/accept attached SF 30
“80KSC022R0020_P00001”.
QUESTION and RESPONSES
1. Question:
No page count restrictions were stated for the Orals Presentation, only a time limit to conduct the presentation. The default PowerPoint slide size is a 16:9 aspect ratio for optimal viewing on desktop and laptop monitors. This form factor does not translate to 8.5x11 landscape without significant scaling of text and graphics. The RFP states the presentations are being conducted within the Teams application and therefore being viewed in an "on-screen" format versus viewing as a printed presentation. Page margins are not a component of a slide viewed "on-screen". When viewed in Teams any page margin limitations detract from the viewer's experience. To provide an optimal viewing experience and taking into consideration that there is no page count restriction for this presentation, we are requesting presentations be conducted using the 16:9 slide default with a 10 point limit on font size which scales and displays effectively on most monitors and projector screens.
Response:
The Government takes no exception to the Offeror’s format for PowerPoint Presentation.
Section 6.2.6, NFS 1852.215-81 Proposal Page Limitations (APR 2015), specifically pertained to written documents requested in Section 6.6.2 only.
2. Question:
Provide a use case for passing Spacecraft Customer data to the LSP Data Centers. What is the volume of data they could accept and what would the data content and format be?
The specific use case will be different for every Spacecraft and detailed in the respective Spacecraft Processing Ordered Task (SPOT). However, various bit rates between 50 bits per second (bps) and 25 Mbps via 20 single mode fibers from the PPF to LSP hardware are expected. The LSP hardware is able to transport any data format and rate.
3. Question:
Provide a use case for the use of 20 individual single mode optical fibers including data sources/sinks and bandwidth requirements. What is the volume of data they could accept and what would the data content and format be?
The specific use case will be different for every Spacecraft and detailed in the respective Spacecraft Processing Ordered Task (SPOT). However, all 20 single mode fiber strands should support 40 Gbps Ethernet rates and optical wavelengths between 1270 nanometers
(nm) and 1610 nm spaced 20 nm apart (i.e. 1270, 1290, 1310, 1330,… 1590, 1610).

4. Question:
The Overall Instruction #1 states "The Contractor shall price at least three years of Not-to Exceed (NTE) for all services offered to LSP." When applied to the "Additional Services" instructions this obviously cannot apply to all conditions. The Cost breakdown for items already annotated as "STD" does this instruction still apply? ...
The Additional Services tab instructions provide the flexibility to identify which, if any, additional services are part of the standard service. For any services that are not identified as part of standard services, the Offeror may price the service as separate from the standard service, offered but not priced ahead, or not offered as a service. The annual review provides an opportunity to change or add to this list.
