About this file

This is a Questions and Answers document for the Spacecraft Processing and Operations Contract (SPOC) On-Ramp Request for Proposal (RFP) Revision A, issued by NASA's Kennedy Space Center Launch Service Program under Solicitation No. 80KSC022R0020_RevA. The Q&A card addresses clarifications on solicitation requirements and contract scope.

Key clarifications include: SPOC represents the sole contract mechanism for NASA payload processing services regardless of launch vehicle provider selection, with potential for up to 5 missions at Vandenberg Space Force Base and 7 missions at Kennedy Space Center/Cape Canaveral Space Force Station through Calendar Year 2029. Amendment 01 resolved a page limit inconsistency by establishing a maximum of 35 written capability pages per facility. The evaluation criteria reference FAR 52.212-2 (Evaluation-Commercial Products and Commercial Services, NOV 2021 version). Facilities may win near-term missions prior to full on-ramping provided they achieve on-ramp status before mission processing begins; however, NASA generally requires on-ramp completion prior to award. The Common Launch Site Support Plan (Attachment A.1) was revised to Revision B-1 FINAL with CUI/SP-EXPT markings removed. On-ramp insertion opportunities occur at NASA's discretion following synopsization and are not issued on a set annual cadence.

General QuestionPosted on 05/14/2026Q1: Are you able to share the number of opportunities that may be available in the next few years? There is the potential for 5 missions coming available at Vandenberg Space Force Base, and 7 potential missions coming available at KSC/CCSFS, all through CY2029.
SECTION 6 INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS OR RESPONDENTS6.2.6 / 6.6.2RFP Rev. AQ2: Table 6.2.6-1 shows page limit of 25 Pages per Facility, inconsistent with the page limit of 35 pages in section 6.6.2. Can NASA resolve the apparent inconsistency?Amendment 01 has been issued to revise the solicitation, setting the maximum number of written capability pages at 35 per facility.
General Question6.2.6 Pg 69RFP Rev. AQ9: 6.2.6, pg 69 says 25 pages for each; 6.6.2, page 76 says 35 pages. Could you please verifyAmendment 01 has been issued to revise the solicitation, setting the maximum number of written capability pages at 35 per facility.
SECTION 7 EVALUATION FACTORS FOR AWARD7.1RFP Rev. AQ3: The heading cites FAR 52.212-2 EVALUATION - COMMERCIAL ITEMS (OCT 2014) while the body cites FAR 52.212-2, Evaluation- Commercial
Products and Commercial Services (NOV 2021). Can NASA resolve the apparent inconsistency?Amendment 01 has been issued to update Section 7 - Evaluation Factors for Award. This discrepancy is clerical, and the NOV 2025 clause is the correct and governing version for this solicitation.
SECTION 4 LIST OF DOCS, EXHIBITS, & OTHER ATTACHMENTSN/AA1 CLSSP Rev. BQ4: The document is marked CUI/SP-EXPT. Since this document was posted publically on sam.gov, can you re-post this document without the erroneous marking?Amendment 01 has been issued to include Attachment A.1 - Common Launch Site Support Plan Revision B-1 FINAL which removes CUI/SP-EXPT markings.
General QuestionN/ARFP Rev A.Q5: Can a provider win a near-term mission before its processing facility is fully on-ramped, provided the facility is on-ramped before mission processing begins? Or would NASA expect the facility to be on-ramped prior to award?Yes in general, NASA requires the facility to be on-ramped prior to award because only SPOC providers will be provided an opportunity to propose to a request for a Spacecraft Processing Ordered Task.
General QuestionN/ARFP Rev A.Q6: Will NASA procure payload processing services for LSP Payloads through NLS-II or SPOC, and if both, what is the deciding criteria for which procurement path is used?SPOC is the only contract mechanism for payload processing for NASA payload processing services. NASA only intends to use this contract mechanism for these services.

In the past, a few processing services were obtained under NLS II prior to SPOC because it was in the best interest of the Government, but was strictly limited to the Launch Provider contracted for that mission's launch service .

General QuestionN/ARFP Rev A.Q7: Is the SPOC intended to primarily support external Launch Vehicle Provider customers?SPOC is intended to provide PPF services for NASA spacecraft regardless of Launch Vehicle Provider selected for the spacecraft.
General QuestionN/ARFP Rev A.Q8: For general awareness, is the SPOC solicitation issued on an annual basis, or is it released on a different cadence? Please refer to Clause 2.22 On-Ramp Insertion. The decision to request proposals under this

clause will be solely at NASA’s discretion and will only occur after the action has been synopsized. When requested (synopsized), new facilities or new service providers will be allowed to submit proposals that may result in contract award(s).

General Question Q10: The Common LSSP has been revised from the draft of the Basic Revision to Rev B. These were not listed in the RFP Rev A Change Log file. Can NASA please provide a copy depicting what has been changed? Due to the large number of revisions that vary from minor changes to deletions, a change log will not be released for the Common LSSP Rev. B. All offerors are encourage to review it in its entirety to identify all updates.
