All RFP-related documents, amendments, questions, and responses will be posted to SAM.gov. The Government will evaluate proposals and award contracts without discussions with offerors pursuant to FAR 52.212-1. NASA FAR Supplement clause 1852.215-84 regarding the Ombudsman is applicable.

Subject: Request for Proposal (RFP) Solicitation 80KSC022R0020 Rev. A Spacecraft Processing and Operations Contract (SPOC) On-Ramp 2026
The National Aeronautics and Space Administration (NASA) John F. Kennedy Space Center (KSC) is pleased to release the Spacecraft Processing Operations Contract (SPOC) RFP 80KSC022R0020 as 80KSC022R0020 REV A, in accordance with the original solicitation Clause 2.2 On-Ramp Insertion. For your convenience, the Government created an attachment that provides updates/revisions from the original RFP (link has been provided below) to Rev A. Prospective offerors are cautioned to review the SPOC RFP Rev A carefully and in its entirety as RFP Rev A takes precedence over all prior revisions and communications issued for this solicitation.

It is the offeror's responsibility to continue monitoring SAM.gov for any changes or posting of amendments to the RFP. NASA will conduct this acquisition as a full and open competition. The North American Industry Classification System (NAICS) code for this acquisition is 336419 and the small business size standard is 1,050 employees. This competitive acquisition will result in a Firm fixed Price IDIQ contract(s). The Government may elect to award one or more contract(s) for IDIQ processing payload services resulting from this solicitation. The contract(s) will have a period of performance from contract award through February 1, 2033.
Offerors are encouraged to refer to the Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offerors-Commercial Items, in particular paragraph (d), which states that the Government intends to evaluate offers and award a contract without discussions with offerors.
Documents related to this acquisition, the solicitation, attachments, exhibits, any amendments will be attainable electronically from the World Wide Web through the Government-wide point of entry website at SAM.gov. Potential Offerors are requested to periodically monitor the websites for updates. In order to control and protect sensitive data owned by the
Government and its Contractors, NASA policy required all acquisition-related documents be released in Adobe Portable Document Format (PDF).
NASA FAR Supplement (NFS) clause 1852.215-84, OMBUDSMAN, is applicable. The Center Ombudsman for this acquisition can be found at https://www.hq.nasa.gov/office/ procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf .
The blackout period is in effect upon the release of the RFP and ends upon award, if any, of a contract. The blackout period is a specified time during a competitive procurement process in which any Offeror, or its agent or representative, is prohibited from communicating with any NASA personnel, civil servants or contractors, other than the Contracting Officer, involved in any step in the procurement process, about the affected procurement. Improper communication could jeopardize the integrity or successful completion of the acquisition.
Therefore, compliance with the above will ensure the dissemination of uniform responses to all inquiries and eliminate the possibility of preferential treatment of any prospective offerors.
The only person(s) authorized to engage in the exchange of information during the course of the RFP is the Contracting Officer(s); the offeror shall direct any and all communication through the authorized person(s).
All questions regarding this RFP should be submitted electronically to Contracting Officer's Allyson Grooms and Kathy Owen, at ksc-ssppf@mail.nasa.gov on or before 12:00 PM ET, May 26, 2026. Telephone questions will not be accepted. Offerors are encouraged to submit questions as soon as possible for consideration. All questions and the Government's response, as well as any amendments to the RFP will be posted to SAM.gov under solicitation number 80KSC022R0020 Rev A.
The information provided is not intended to be construed differently from the information in the RFP. Should an apparent conflict in the interpretation exist, the information in the RFP shall take precedence.
This solicitation neither commits the Government to pay any cost incurred in the submission of the proposal or in making necessary studies or designs for preparing the proposal, nor to contract for services or supplies. Any cost incurred in anticipation of a contract shall be at the Offeror's own risk.
Proposals are requested no later than June 10, 2026 by 12:00 PM ET.
