About this file

This is a pricing template attachment for the Spacecraft Processing Operations Contract (SPOC) On-Ramp solicitation issued by NASA Kennedy Space Center. Contractors must populate the template with Not-to-Exceed (NTE) pricing for a minimum of three years of spacecraft processing services, with the option to price additional years through calendar year 2033.

The template requires pricing for two primary service categories across two locations (Kennedy Space Center/Cape Canaveral Space Force Station and Vandenberg Space Force Base): Standard Services for non-hazardous and hazardous spacecraft processing, and Extended Occupancy services with daily or weekly rates. Standard Services must include the complete processing flow duration from Initial Facility Occupancy through Post Launch Facility Departure, with separate line items for multiple processing spaces if applicable. Contractors must also price Additional Services identified in the Common LSSP requirements, including specialized equipment and support such as 50Hz power output capability (380V, 230VAC, and 110VAC configurations), Uninterruptible Power Supply (UPS), generator backup, ISO Class 7 cleanroom certification, ESD workbenches, storage lockers, handheld inspection lights, chemical storage cabinets, blast shields, stainless steel furniture, cable covers, and isopropyl alcohol (IPA) for cleaning. Contractors must mark each item as Standard (STD), Priced (PD), Not Offered (N/O), or Not Priced (N/P), specifying the unit of pricing (Quantity/Lot) for all additional services offered to the Launch Service Program.

2The Contractor shall populate all "TBP" for services offered to LSP.
3The Contractor shall insert any service not identified that is available to LSP, whether it is Standard Service or Additional Service at a price.
4The Contractor may price additional years at their discretion.
Spacecraft Processing Service Instructions
NOTE: The Standard Service shall include Common LSSP requirements and SOW requirements.
1The Contractor shall propose the Duration of Service being offered as the standard service i.e. Initial Facility Occupancy through Post Launch Facility Departure.
a) If the Standard Service for a complete spacecraft processing flow includes mutliple processing spaces, the Contractor shall list each space separately in the "Reserved" rows with the allotted durations e.g., separate encapsulation bay.
2For Extended Occupancy services, the Contractor shall provide the rate for Duration of Service e.g. weekly, daily
a) If the Extended Occupancy rate differs for different processing spaces, the Contractor shall list each space separately in the "Reserved" rows with the respective rate for duration of service e.g., separate encapsulation bay.
3The Contractor shall populate the subCLIN being priced (KSC/CCSFS, VSFB)
4If hazardous processing or encapsulation services are not being offered, then it should be indicated as Not Offered "N/O"
Additional Services Instructions
1The Contractor shall propose the unit of pricing "Quantity/Lot" for all TBPs items being offered to LSP.
2The Contractor shall price items identified in the Common LSSP that were not included as Standard Service.
3The Contractor shall note in the Offering column Standard "STD", Priced "PD", Not Offered "N/O", or Not Priced "N/P."
a) Items that are included in the Standard Service shall be marked as "STD."
b) Items that are in addition to the Standard Service shall be marked as "PD", with the offered price in the calendar years.
