About this file

This is a Sources Sought notice issued by the U.S. Navy for the Design-Bid-Build (DBB) P1102 Weapons Magazine & Ordnance Operations Facility at Naval Submarine Base, New London, Connecticut. The notice, dated August 4, 2026, is market research to determine the availability of qualified suppliers capable of providing KMC Controls (KMC) programmable building controllers and related services. The required product comprises general purpose controllers, unitary controllers, VAV controllers, expansion modules, BACnet routers, and distribution modules that will be configured and programmed using government-licensed KMC software. Importantly, while the controllers must use KMC Conquest BACnet Digital Controls software for programming, the notice explicitly clarifies that this requirement does not restrict who can install, commission, test, maintain, or operate the controllers, as multiple known sources are available to provide such services.

Interested vendors must submit a capabilities statement package not exceeding five pages electronically to Angie Clifton at angela.j.clifton2.civ@us.navy.mil with a maximum attachment size of 4MB. The package should include completed Attachment 1 (Company Information) along with product technical information and specification sheets. Responses are due no later than Tuesday, August 19, 2026, at 2:00 PM Eastern Daylight Time, with late submissions not accepted. The Government is not obligated to pay for any information submitted in response to this notice. This is a sources sought notice only; no solicitation, specifications, or drawings are currently available, and the actual method of acquisition has not yet been determined.
