About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort McCoy is soliciting proposals for a five-year Indefinite Delivery, Indefinite Quantity (IDIQ) Job Ordering Contract (JOC) to provide facility maintenance, repair, alteration, and new construction services at multiple Army Reserve properties across Michigan, Illinois, Indiana, and Missouri. The contractor must furnish all materials, equipment, and personnel necessary to execute individual task orders, with pricing based on Gordian's Construction Task Catalog (CTC) system using contractor-supplied coefficients for indirect costs, overhead, and profit; notably, the use of RS Means is explicitly prohibited and will result in proposal rejection. Key contract requirements include appointment of a dedicated contract supervisor, maintenance of a contractor quality control system, submission of pre-construction deliverables within 28 calendar days of order award, compliance with OSHA standards and Davis-Bacon wage requirements, and adherence to Unified Facilities Guide Specifications and federal environmental protection protocols. The government will conduct a best-value source selection using a lowest-price technically acceptable approach, evaluating proposals based on HUBZone set-aside compliance (15% of work), accuracy and reasonableness of proposed line items using three sample projects, and reasonable project costs using a weighted average coefficient formula (99% pre-priced coefficients plus 1% non-priced indirect costs). Critical deadlines include a question submission deadline of March 6, 2026 at 11:00 AM CST, a mandatory site visit on February 25, 2026 at 9:00 AM in Quincy, Illinois, and a proposal due date of April 3, 2026 at 10:00 AM Central Time.
This solicitation is designated as a HUBZone Sole Source set-aside, requiring the successful contractor to complete at least 15 percent of work or subcontract to a 100 percent HUBZone set-aside business. The contract has a maximum value of $15 million with a guaranteed minimum of $10,000 over the five-year performance period from June 1, 2026 to May 31, 2031, with an estimated base year value referenced in government estimates. The Gordian System License Fees are assessed at 5 percent of work ordered up to $6 million cumulatively and 1.95 percent for amounts exceeding $6 million thereafter. The contractor must provide a 20 percent bid guarantee (not to exceed $3 million), performance and payment bonds for each task order, and required insurance including $500,000 general liability and $200,000 auto liability coverage. Work will be performed across 13 Army Reserve Component facilities covering 30 buildings totaling 534,151 square feet at various locations in Michigan, with additional task orders potentially issued for facilities in Illinois, Indiana, and Missouri as demonstrated by the three sample projects included in the solicitation (window replacement in Bloomington, Illinois; latrine repairs in South Bend, Indiana; and parking lot repairs in Kansas City, Missouri).
