About this file
This is a Questions and Answers document for the Motor City Job Ordering Contract (W911SA26RA006), a solicitation for construction services at Fort McCoy, Michigan, issued by the Department of the Army Materiel Command Mission and Installation Contracting Command. The Q&A addresses 30+ inquiries from prospective contractors regarding the use of Gordian's Construction Task Catalog (CTC) system, fee structures, payment terms, and contract administration processes.
The Gordian system fee structure requires contractors to pay 5% of task order value up to $6 million cumulatively over the five-year contract period, reducing to 1.95% for amounts exceeding $6 million. The fee is due upon task order award, though contractors with delayed project starts due to circumstances beyond their control may submit invoices after Contracting Officer approval and proof of payment. Multiple respondents raised concerns about the financial burden on small businesses, the $471,000 potential software cost compared to historical alternatives, and the requirement to finance work during extended pre-start periods; the government responded that delayed-start projects can be handled through progress schedules and that legal counsel has reviewed the Gordian approach as a cost-saving measure. Contractors must request Gordian system access before proposal submission and cannot use RSMeans; joint scope meetings will be conducted between contractors and mission partners to determine task order pricing, with scoping to be completed within two weeks of site visits. The set-aside is HUBZone, with an anticipated award date of June 1, 2026. Coefficients are fixed for contract duration with annual CTC updates but no mid-year economic adjustments, and Gordian has no role in task order completion or billing processes.

| Motor City Q&A | |
| Question | Answer |
| Are we going to get a copy of these slides? | |
| Yes | |
| So when is the 5% fee due for awarded task orders? |
Historically Fort McCoy awards asphalt contracts in the fall and we have to wait until spring to perform the jobs due to the cold weather, so we have to pay ahead of time and wait six months to recover the money? This is ridiculous.
| The 5% Gordian fee is due at time of award of the task order for any task orders before $6 million. The Gordian fee is reduced to 1.95% from $6 million and up. | |
| So if you invoice at the award and the project does not start for 6 months we would need to pay Gordian prior to being able to invoice for many months in some cases?? | Yes, if a project/task order has a delayed start due to circumstances outside the control of the contractor, the contractor may submit a progress schedule that includes the Gordian fee. After Contracting Officer review and approval, the contractor may submit an invoice to WAWF for payment. Documentation showing proof the Gordian fee was paid will be required. |
| does the 5% apply only to the prepriced items from the gordian CTC ? or is it the total of the task order (Non pre priced and pre priced items)? | 5% fee is up to $6 million and reduced to 1.95% for the remainder of the contractor. |
| what if a project is terminated for convience prior to start will we be refunded the gordian fee? | Gordian will refund the fee to the contractor. Any invoicing by the contractor to the government for the fee will be repaid to the government by writing a check to the Department of the Treasury. |
| WIth the Gordian 5% fee you are asking the contractor to finance projects for possibly quite a long time. How can that be justified for small business. This also drives the price up for the Government casuing projects to cost more which gives them less money to do more projects.. How is this fair? | If a project/task order has a delayed start due to circumstances outside the control of the contractor, the contractor may submit a progress schedule that includes the Gordian fee. After Contracting Officer review and approval, the contractor may submit an invoice to WAWF for payment. Documentation showing proof the Gordian fee was paid will be required. |
| if it is paid in advance, and a contract is canceled how would the funds for the 5% be returned to the goverment. | |
| Gordian will refund the fee to the contractor. Any invoicing by the contractor to the government for the fee will be repaid to the government by writing a check to the Department of the Treasury. | |
| Is there a cost for you to set us up to bid this project? | |
| No, when you request access to submit a proposal it is free for the proposal process. | |
| I know it was yes for seasonal work, but For long lead procurment will the goverment pay the contractor the Egordian Fee in advance? | If a project/task order has a delayed start due to circumstances outside the control of the contractor, the contractor may submit a progress schedule that includes the Gordian fee. After Contracting Officer review and approval, the contractor may submit an invoice to WAWF for payment. Documentation showing proof the Gordian fee was paid will be required. |
| So let me see if I have this correct, on this $15 million dollar contract the math for the first $6 million the fee is 5% so the gov will pay $300,000 dollars. |
The remaining $9 million will have a 1.9% fee so the fee will be $170,000.00 The government is going to waste $470,000 dollars in software for one JOC contract.
Hoosier Joc $470,000 Frontier Joc $470,000 Motor City Joc $470,000
That is $1,410,000 (one million four hundred and ten thousand dollars) in software cost to run three small JOC contracts?
| The Mission Partner has reviewed pricing tools and selected Gordian for their contracts. The Gordian fee 5% for any task orders before $6 million. The Gordian fee is reduced to 1.95% from $6 million and up. | |
| What onboarding or training is provided for the Gordian system and what is the anticipated award and onboarding timeline? | Gordian provides onboarding and training as laid out in the site visit slides presentation. The timeline for onboarding would be deermined after award during preconstruction meeting, if requested. Anticipated award is 1 June 2026. |
| Please clarify who pays the 5% Gordian fee? | The contractor is responsible for Gordian fees. The KTR has the opportunity to include the fee in their coefficient. |
| If the contractor is to pay the Gordian fee, at what point in the project is payment due? | The Gordian fee is due at time of award of the task order. |
| If the contractor is to pay Gordian their 5% fee upon Task Order award, will the Government approve immediate billing from the contractor for equitable compensation? | If a project/task order has a delayed start due to circumstances outside the control of the contractor, the contractor may submit a progress schedule that includes the Gordian fee. After Contracting Officer review and approval, the contractor may submit an invoice to WAWF for payment. Documentation showing proof the Gordian fee was paid will be required. |
| Will an estimated dollar value of each task order be given along with the RFP for that task order? | The contractor and the mission partner will conduct joint scoping agreements for each task order to determine pricing at the task order level. |
| The slides reference a document called "The Big Note", please provide a copy of this document. | Gordian slides are included in this amendment as "W911SA26RA006 Gordian Slide Presentation" |
| Is there a template available for the contractor to use when providing a detailed scope of work for a Joint Scope Meeting? | Gordian provides onboarding and training as laid out in the site visit slides presentation and will walk through the joint scoping process. |
| Will Gordian physically attend every joint scope meeting / site visit? | No. |
| The solicitation and the SOW establish that coefficients are fixed for the contract duration, and that the Gordian Construction Task Catalog (CTC) will be updated annually. However, material costs in some trades (e.g., electrical wire, mechanical equipment, asphalt, metals) can experience rapid, unforeseen fluctuations within a catalog year. Please confirm the process for addressing such situations when a CTC line item’s pre-priced value no longer reflects current market conditions. | This is a firm fixed price with an economic price adjustment. Economic Price Adjustment will only be the CTC changes by Gordian on an annual basis. No change will be made outside of that annual adjustment. |
| The solicitation incorporates multiple layered documents that contain technical requirements. Please confirm whether the contractor should base scope interpretation on the CTC and SOW Technical Specifications, or if other referenced codes and standards (e.g., IBC, NEC, UFC, UFC 1-200-01, etc.) are expected to govern in the event of conflicting details or performance criteria. | Offeror shall demonstrate their ability to produce accurate, fair, and reasonable project line items by submitting three (3) sample projects utilizing CTC (Construction Task Catalog) in accordance with the procedures outlined in 6(b). See Technical Exhibits 6-8 for detailed work that shall be performed for each project. |
| What is the process for resolving a dispute between the contractor and Gordian regarding means and methods regarding line-item selection to develop an estimate? | If the need arises, the contracting officer may intervene and make a determination at the best interest of the government. |
| What is the typical or estimated turnaround time from Joint Scope Meeting to Job Order issuance? | The joint scoping shall take no longer than two weeks from site visit to ensure efficiency and accuracy in the process. If the Contractor or Mission Partner requires additional time to the joint scoping process there will be a request written to the COR's requesting additional time that all parties agree on. The issuance of the task order timeline would vary depending on availble funds. |
| Please confirm Gordian role in Task Order completion and billing process. | Gordian has no role in the completion of the task order or billing process. Gordian provides onboarding and training for the joint scoping process. |
| Can the government clarify the line item requirement for RSMeans as stated in Technical Criteria 2, pg 23 of the RFP? |
Should this reference eGordian instead? Elsewhere, pg 16, the RFP states, "Access to Gordians Construction Task Catalog system is REQUIRED to submit a proposal. You CANNOT use RS Means, if you use RS Means your proposal will be rejected."
| "Technical Criteria 2 - Inaccurate or Unreasonable Line Items. Offeror shall demonstrate their ability to produce accurate, fair, and reasonable project line items by submitting three (3) sample projects utilizing RS Means in accordance with the procedures outlined in 6(b). See Technical Exhibits 6-8 for detailed work that shall be performed for each project." | RSMeans has been removed and the CTC replaces it. | |
| The PIEE listing indicates that this is a Total Small Business set aside. Can the government confirm whether the requirement is a HUBZone set aside or a general Small Business set aside? | There was an issue in the initial posting on PIEE. The SAM posting was updated and the PIEE posting was corrected on Amendment 0002. The Set Aside is HUBZone, 52.219-3 applies to HUBZone Set Aside. | |
| Can the government clarify if each of the following proposal documents require redacted versions? |
W911SA26RA006-FIRMNAME-Proposal W911SA26RA006-FIRMNAME-Amendments
| W911SA26RA006-FIRMNAME-Bonds | The proposal is required to be redacted, signed amendments and Bonds are not required to be redacted. |
| Can the Government please clarify the below purchasing requirements for Gordian? |
| It states that we are responsible for the costs; however, it does not state the 5% of the task order cost awarded as discussed at the site visit: The contractor shall be responsible for bearing all costs associated with procurement and access to Gordian's JOC system ("Gordian JOC System") for the JOC program. Gordian's JOC System purchased by the Contractor shall include government user licenses for access to Gordian's proprietary eGordian(r) JOC management system, CTC(r) and Technical Specifications; annual updates of the CTC(r) and Technical Specifications for the term of the contract; and annual training for the Government and contractor staff. | The Gordian fee structure and information has been updated in the Statement of Work and the supplemental information in amendment 00002 | |
| The price book that we are mandated to use is the customized Gordian Price Book provided to us. Can the terms provided to us be incorporated into the solicitation/contract? | The Gordian fee structure and information has been updated in the Statement of Work and the supplemental information in amendment 00003 | |
| Reference: "JOC SYSTEM LICENSE FEES: |
The Gordian System License Fee is:
• 5% of the value of work ordered, up to $6,000,000 of cumulative Job Orders
• 1.95% of the value of work ordered after $6,000,000 of cumulative Job Orders through the system The fee will be invoiced upon issuance of a Task Order, Purchase Order, or similar document from 88th Readiness Division to the JOC contractor."
Does the term “cumulative Job Orders” pertain to the totality of the base plus option years of the contract, or a single year?
Would the government consider utilizing a “pre-priced” line item in the Gordian Price Book for the 5% value of the task order, and for the 1.95% value of the task order?
| This represents the actual values that the contractor must pay Gordian, and would also eliminate any ambiguity or excess cost to the government once the $6,000,000 threshold has been crossed. | Cumulative Job Orders would be for the whole contract over the 5 year ordering period. There are no options. We have added two pre-priced coefficients in the coefficient spread sheet to reflect $0.00-$6 Million, >$6 Million, and non-prepriced items. The break down is in the statement of work provided in the amendment along with the updated coefficient spread. | |
| Statement of work contradicts solicitation please advise. | Please refer to amendment 0002. | |
| It was mentioned at the preproposal conference that the Gordian Fee could be invoiced upon award. Please tell us how that will work? | Yes, if a project/task order has a delayed start due to circumstances outside the control of the contractor, the contractor may submit a progress schedule that includes the Gordian fee. After Contracting Officer review and approval, the contractor may submit an invoice to WAWF for payment. Documentation showing proof the Gordian fee was paid will be required. | |
| Please provide the Gordian price and unit price book by amendment so we can review to develop the coefficients. | This is provided through Gordian. Motor City Distribution Link – https://fortive.box.com/s/lli1z5lb7ruwkltsf49vm11bi0dusbvd | |
| Please provide the Gordian fee agreement by amendment | Please refer to amendment 0002. | |
| As it was explained at the pre-proposal conference the way the 25K card works (which the contractor will incur merchant fees + the Gordian fee wouldn’t it make more sense to have a separate coefficient for the 25K projects? | Contractor should account for that in their proposal. | |
| With the Gordian Fee as explained at the pre-proposal conference being 5% on the 1st 6M then dropping to 1.9% wouldn’t it make more sense to allow a coefficient for the 1st 6M and another coefficient once you hit the 6M? Otherwise, the contractor will need to account not only for the credit card fees in their coefficient + to worst case scenario on the Gordian fees. With the Gordian software potentially costing $471,000.00 if the contract maximum is met + everything that must be added to the coefficient to cover all of the above it appears the Government will lose a significant amount of their money for project to fees that must be accounted for. | See updated TE-2 Coefficient Spreadsheet. | |
| With the new Gordian fee structure and the Gordian payments for each task order being due upon award this creates an undo hardship on small business to have to pay these fees and in some cases not be able to bill the government for many months. Please explain how the government can justify this requirement. | |
| This new software appears to be pay to play. This is very unfair and prices out many small businesses as they cannot afford the fees that Gordian is charging. Example: At year end | ||
| the government awards several parking lots with a value of 2 million dollars. The immediate Gordian fee to the contractor would be $100,000.00. The jobs cannot be started for 5 to 6 months so the contractor cannot get paid and will have to finance the Gordian fee + interest for this amount of time. There are many more examples of this such as boilers, chillers, fire alarm components because of the current supply chain issues in which it will be many months before the contractor receives the equipment and cannot start the project. This is illegal and there are FAR clauses that forbid this. | |
| The Gordian fees seem excessive compared to previous software and book used by these JOC contracts in the past. Can you explain what the justification is for the government to use a system that will potentially cost the government / tax payers $471,000.00 compared to $4500.00 per year ($22,500 for 5 years) for other available software and books? Has For McCoy ran this by legal to see if this not considered fraud waste and abuse. The contractor would not want to be a party this. | The Mission Partner has reviewed pricing tools and selected Gordian for their contracts as a cost saving measure requiring contractors to use accurate and necessary line items when joint scoping. Legal has reviewed and approved of the use of Gordian. |
