About this file

This file is a presentation slide deck for a pre-bid conference regarding two Job Order Contract (JOC) solicitations (#W911SA26RA005 and #W911SA26RA006) issued by the 88th Readiness Division for construction work at Motor City and Frontier facilities. The solicitations are for indefinite delivery/indefinite quantity (IDIQ) general commercial construction contracts with a maximum contract value of $15,000,000 over a five-year term and a $10,000 minimum contract value. Contractors must bid two coefficients per facility—one for Normal Working Hours (Monday-Friday, 7:00 AM-4:30 PM) and one for Non-Pre-priced tasks not found in the Construction Task Catalog (CTC). The award will be made on a best value basis using a weighted average formula: 99% of the average pre-priced coefficients plus 1% of the average non-pre-priced indirect cost. Bidders must use Gordian's proprietary Construction Task Catalog system (replacing RS Means) to price tasks based on local labor, material, and equipment costs; use of RS Means will result in proposal rejection.

The pre-bid site visit was held February 25, 2026, with bid submission deadlines of March 25, 2026 (10:00 AM CST for Motor City) and March 26, 2026 (10:00 AM CST for Frontier). Questions must be submitted by March 6, 2026, at 11:00 AM CST to kaleigh.n.nicksic.civ@army.mil or michael.d.jensen45.civ@army.mil. Contractors must secure access to the Gordian system before proposal submission and include a 5% License Fee on all work awarded. A bid bond equal to 20% of the bid price (not to exceed $15,000,000) is required. The presentation covers the JOC process, how to calculate coefficients using the CTC, pricing methodologies, and bid considerations including risks of low coefficients and the importance of accurate proposals and responsive service to secure ongoing work volume under the contract.

Annual Update to the CTC C.2.13 The Construction Task Catalog® issued with the bid will be in effect for the first year of the Contract.

On the anniversary of the Contract, a new Construction Task Catalog® will be furnished. The new Construction Task Catalog® will be effective for the twelve (12) month period after the anniversary of the effective date of the Contract. The Coefficients submitted with the Proposal shall be used for the full term of the Contract, plus any Option Terms (if implemented). On the annual anniversary of the Contract, the Government shall issue the Contractor a new Construction Task Catalog®. The Contractor will be issued the new Construction Task Catalog® for review prior to accepting new Work.
