About this file
This is a solicitation document for a five-year Job Ordering Contract (JOC) located at Fort McCoy, Wisconsin, serving multiple facility locations across Michigan, Illinois, Indiana, and Missouri. The Department of the Army Materiel Command is seeking a single prime contractor to provide comprehensive facility maintenance, repair, and construction services including HVAC systems, roofing, paving, interior/exterior painting, electrical repairs, and general building trades work. The contract is structured as a firm fixed-price Indefinite Delivery/Indefinite Quantity (IDIQ) award with a maximum value of $15 million and a guaranteed minimum of $10,000 over the five-year period from June 1, 2026 to May 31, 2031.
Proposals are due by March 25, 2026 at 10:00 AM Central Time and must be submitted electronically through the PIEE system. The government will conduct a best-value source selection using a lowest-price technically acceptable approach, evaluating proposals based on three technical criteria: demonstration of 15% HUBZone set-aside compliance, accuracy and reasonableness of proposed line items using three sample projects, and reasonable project costs. Pricing must use Gordian's Construction Task Catalog with offerors proposing pre-priced and non-pre-priced coefficients on the TE-2 spreadsheet; RS Means pricing is not permitted. The contractor must provide a 20% bid guarantee (or $3 million, whichever is less), performance and payment bonds for each task order, and required insurance including $500,000 general liability and $200,000 auto liability. A mandatory site visit is scheduled for February 25, 2026 at 9:00 AM in Quincy, Illinois where Gordian will present the new Construction Task Catalog system. Questions must be submitted by March 6, 2026, and the contracting officer is Steven M. Bailey with contract specialist Michael D. Jensen.

4) JOINT SCOPING
a. As needs arise for performance under the terms of this contract, the Government will notify the Contractor, verbally and/or in writing, of the requirement and establish a time for a joint site visit. At a time agreed upon, the Contractor and the designated Government representative shall visit the proposed work site to further define the scope of the requirement. The Contractor and the Government will jointly define the work area and major work items to accomplish the required scope of work: measurements shall be taken, rough sketches made, facility access taken into consideration, estimates made of the performance period, and other special conditions shall be discussed. These scoping details shall be refined and agreed to prior to the issuance of any task order. The joint scoping shall take no longer than two weeks from site visit to ensure efficiency and accuracy in the process. If the Contractor or Mission Partner requires additional time to the joint scoping process there will be a request written to the COR's requesting additional time that all parties agree on.
The Contractor shall then prepare a price proposal for accomplishment of the work which shall consist of an itemized listing of all proposed work elements, items of equipment to be installed, quantities of expendable items, prices, total proposed lump sum firm-fixed price, and all supporting documentation (catalog cuts, supplier quotes, price lists, etc.) as outlined in the Scope of Work. The Contractor shall provide a detailed price proposal showing unit prices with quantities subtotaled as broken down by the divisions. The price proposal should show a detailed listing of the individual Construction Tasks with line item numbers, description of items, unit of measure, quantity of units required, price per unit, and total price for all units per line item reflecting the contractor's proposed coefficient. The contractor shall use the eGordian System for preparing and submitting the detailed price proposal. Contractor access to eGordian will require a broadband internet connection. All pricing documents submitted must contain the marking "CUI" for Controlled Unclassified Information. Upon the Government's request, the Contractor must be prepared to provide a detailed breakdown of its proposal to include all pricing documentation to demonstrate that it is fair and reasonable.
The Contractor shall not use individual component items if an assembly is available.
5) ORDERING OFFICIAL/OFFICER
a. There will be a designated Ordering Official under this contract, authorized to make purchases up to their designated authority of $25,000.00, per single known requirement, against this JOC contract, as along as Non-Pre-Priced work does not exceed 10% of the Pre- Priced work, and no more than $2,500.00 total.
Projects under this threshold will not be issued on an individual task order FORM 1155, however, all requirements of the contract award, and all policies and procedures will be applicable to projects ordered by the designated official.
Contractor will still be required to fulfill a joint scoping with the Government, and prices /specification for the project will still require negotiation and agreement/approval by the ordering official.
Projects awarded through the ordering official may count toward fulfillment of the minimum guarantee amounts. If in the event that not enough projects are processed under the minimum guarantee task order as described elsewhere in this solicitation and resultant contract, then the Government reserves the right to use any or all project amounts processed through the Ordering Officer to count toward the fulfillment of the required minimum guarantee.
The ordering officials will administer and be the main POC for all orders placed under their authority. The names and contact information for these individuals will be included in the resultant contract.
b. The following describes the procedures to be used for ordering items under this contract by using the Federal Government-wide purchase card. This option to order by use of the Government-wide purchase card is strictly an alternative method of ordering by the Government and may be used in place of ordering by other order forms that comply with FAR
12.204. The Government reserves the right to unilaterally terminate the use of the credit card at any time.
(1) All ordering officers may use the Government-wide purchase card, commonly referred to as the Government "credit card," as an alternative method of ordering and paying for purchases made under this contract. Purchase card orders are subject to all terms and conditions of this contract, unless otherwise stated in this provision or another provision in this contract.
(2) The purchase card is specifically designed for use by the Federal Government. The purchase card is like a typical commercial credit card. However, the authorization limitations of the purchase card are more specific, i.e., only for a particular contract, monthly limitations, certain categories of products or services, etc. The purchase card will be exclusively used for official Government purchases in accordance with the prices, terms, and conditions of this contract. The purchase card order limitation shall be $25,000. With respect to ordering authority, only designated Ordering Officers may use the purchase card as a means of purchasing items on this contract.
(3) Credit limits for the purchase card for ordering officers is $25,000. These credit limits for the purchase card are the responsibility of the credit card holder and the approving office.
(4) The Contractor shall accept payment via credit card for projects authorized by the ordering officers and that have followed the required policies and procedures within this solicitation and resultant contract.
(5) Invoices for orders placed by the ordering officer will be submitted directly to the ordering officer, and progress payments will still be authorized if applicable, the same as would be authorized for Task Order issued on the Form 1155.
(6) When using the purchase card as the payment method, the Contractor is required to generate a receiving report in Wide Area Work Flow (WAWF), and the Government acceptor is required to accept the receiving report in WAWF. These reports are mandatory in order to ensure compliance with the Prompt Payment Act requirements for written acceptance. Use of WAWF to create and accept receiving reports is mandatory when the GPC is used as a method of payment against a contract. In order to ensure proper routing of contract transactions paid with the GPC, use the code "CRCARD" in the Pay Official/DoDAAC field. The Contractor is required to generate a receiving report in WAWF, and the Government acceptor is required to accept the receiving report in WAWF. The Cardholder is required to verify that acceptance has occurred in WAWF prior to submitting the invoice to the Certifying Official for certification.
6) PRICING/COEFFICIENTS/UNIT PRICE BOOK (UPB)
a. The Contractor shall be required to purchase the Gordian's JOC system (hereafter referred to as Gordian's JOC system), for use by the Government and the Contractor. The Unit Price Book (UPB) for use with this JOC contract will be Gordian's Construction Task Catalog (CTC)(r) customized for the Government. The version of CTC(r) that is current on the date of contract award shall be utilized throughout the duration of the contract life to include annual updates of the CTC(r) and Technical Specifications for the term of the contract. The contractor shall use Gordian's JOC system for preparing and submitting proposals. The Government may use the program to prepare estimates, receive electronic proposals from the Contractor and manage the JOC Process. The Contractor will need a broadband Internet connection to access Gordian's JOC system. Each individual Job Order price proposal submitted by the contractor shall contain an electronically submitted price proposal of all proposed CTC line items, quantities, extended prices and total proposed price. The contractor shall be responsible for bearing all costs associated with procurement and access to Gordian's JOC system ("Gordian JOC System") for the JOC program. Gordian's JOC System purchased by the Contractor shall include government user licenses for access to Gordian's proprietary eGordian(r) JOC management system, CTC(r) and Technical Specifications; annual updates of the CTC(r) and Technical Specifications for the term of the contract; and annual training for the Government and contractor staff.
b. The contractor, at no cost to the Government, shall update the eGordian database yearly as soon as the annual update becomes available. The new pricing will go into effect by the modification. This update shall provide the only economic price adjustment under the contract.
c. Offerors shall provide Pre-Priced coefficients for the contract entirety on the TE-2 Coefficient Spreadsheet document. For example, 1.10 would be a 10% increase to the CTC line items. The .10 would be the 10% increase (net) and the 1.10 would be the gross. Gross coefficient will be applied to each unit price at appropriate time. Offerors shall provide the NET coefficient. The Net coefficient will be used for price evaluation and will be used to determine the low offer.
Award will be made to low offer that is found to be technically acceptable. The spreadsheet will automatically calculate the Offerors Total Price/Net coefficient. Coefficients are developed and proposed by the Contractor, to be applied against the published CTC priced line items for the purpose of providing consideration to the Contractor for the following in-direct costs: General and administrative and other overhead costs, insurance costs, bonding and alternative payment protection costs, protective clothing, equipment rental, and Contractor's profit.
d. There will be no separate repayment(s) for bond premiums because the bond premium is repaid through the coefficient, and the coefficient is paid as an indirect cost under progress payment or other standard payment provisions.
The Contractor's price coefficient must include, but is not limited to the following:
Contractor's overhead including, but not limited to, office space, office equipment, office and management personnel, office supplies, and employee transportation.

Contractors may experience direct costs that are different than the unit prices set forth in the Construction Task Catalog. While diligent effort was made to provide accurate, unit prices, it is the Contractor's responsibility to review and analyze the unit prices, and to calculate, prior to bidding, the coefficients accordingly.
Offerors must specify in their proposal if there 0 are 0 are not additional types of costs included in their coefficients, other than those listed above. If there are additional costs, offerors must list them specifically as being included in their coefficients. The GOVERNMENT may require additional quotes and bids if the suppliers or subcontractors are not acceptable or if the prices are not reasonable. If three quotes or bids cannot be obtained, the Contractor will provide the reason in writing for the Government's approval. If approved, less than three quotes or bids will be allowed.
d. After a Non Pre-priced Task has been approved by the GOVERNMENT, the Unit Price for such task will be established, following approval by the GOVERNMENT, and fixed as a permanent Non Pre-priced Task which will no longer require price justification.
e. The GOVERNMENT's determination as to whether a task is a Pre-priced Task or a Non Pre-priced Task shall be final, binding and conclusive as to the Contractor.
f. The Government reserves the right to request the Contractor provide current quotes for any Non-Pre-Priced Task approved previously.

The value of Non-Pre-Priced work under an order must not exceed 10 percent of the value of the Pre-Priced work unless approved by the contracting officer. In accordance with AFARS 5117.9004-2 (e), the Government has the unilateral right to withdraw a proposed task order either before or after receipt of the Contractor's proposal. Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.
11) BASIS FOR AWARD AND EVALUATION CRITERIA
a. Basis for Contract Award
1. This is a best value source selection conducted in accordance with Federal Acquisition Regulation (FAR) 15.101-2, Lowest price technically acceptable source selection process, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Army Federal Acquisition Regulation Supplement (AFARS). Award will be made to one offeror who are deemed responsible in accordance with the Federal Acquisition Regulation (FAR), whose proposal conforms to the solicitation requirements, and whose proposal, judged by an overall assessment of the evaluation criteria and other considerations specified in this solicitation, represents the Lowest Priced Technically Acceptable offer.
2. Trade-offs between cost/price and non-cost/price factors are not permitted.
b. Award for All of the Work. The Government intends to award one contract as a result of this solicitation. Incomplete offers will be considered ineligible for award. As set forth in FAR 52.215- 1 (f)(4), the Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a), Clarifications and award without discussions). Therefore, the offeror's initial proposal should contain the offeror's best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer determines them to be necessary.
c. Evaluation of Technical Criteria
1. Technical Criteria 1 - Percent of Set-Aside. Offeror shall submit a written statement demonstrating how at least 15% of work will be performed by the prime contractor or subcontracted by another 100% HUBZone set-aside. The proposed plan may include potential HUBZone subcontractors, identifying HUBZone subcontractors, or the use of own employees.
2. Technical Criteria 2 - Inaccurate or Unnecessary Line Items. Estimates shall only include line items that are necessary for the completion of projects, two-line items for the same cost could be found inaccurate. Additionally, line items that do not contribute to the completion of the project are considered to be not fair and reasonable. Estimates that contain inaccurate and unreasonable line items may be found technically unacceptable.
3. Technical Criteria 3 - Reasonable Project Costs. The Government will evaluate the proposed project costs contained in Technical Exhibits 6-8 estimates. Project costs are for technical evaluation only and should not be included as part of the price evaluation of the contract. Costs will be evaluated in accordance with FAR 15.404-1(b)(2), the Government may use various price analysis techniques and procedures to ensure a fair and reasonable price. Examples of such techniques include, but are not limited to, the following:
(i) Comparison of proposed prices received in response to the solicitation. Normally, adequate price competition establishes a fair and reasonable price (see 15.403-1(c)(1)).
(ii) Comparison of the proposed prices to historical prices paid, whether by the Government or other than the Government, for the same or similar items. This method may be used for commercial products or commercial services including those "of a type" or when requiring minor modifications for commercial products.
Project costs that the government considers too unreasonably high or low could be found technically unacceptable. Do not apply a coefficient to these projects. Do not apply a coefficient to these projects.
In the event of a tie for lowest priced coefficient (Offeror's Total Price), TE-7 Sample-2 IN033 SOW will be used as a tie breaker. The offerors' total proposal will be used. The lowest proposal will be awarded the contract. Proposal will be evaluated by line item for accuracy.
Missing, inaccurate or unreasonable line items could result in offeror being technically unacceptable.
d. The Government will solely utilize TE-2 Coefficient Spreadsheet as the sole source of price evaluation. Sample projects will not be included in the evaluation. Unreasonable price /coefficients may not be considered.
1. TE-2 document will automatically calculate all other required figures utilizing the following formulas:
Weighted Average = (.99)(Average of all PP Coefficients*) + (.01)(Average of all NPP Indirect Cost)
Offeror's Total Price = (Weighted Average)
