About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command at Joint Base Lewis-McChord is seeking proposals for a contract to inspect and clean the stormwater pipes and infrastructure on the base. The contractor will perform closed-circuit television (CCTV) inspections, condition assessments, and mapping of the stormwater system according to NASSCO standards. Key objectives include ensuring proper drainage function, identifying defects, and meeting regulatory water quality requirements. Proposals will be evaluated on technical experience and price, with the government intending to award a contract without discussions if possible. The solicitation has a response deadline of June 5, 2024, and the government has reserved the right to reject any or all offers.

This is a total small business set-aside contract with no stated incumbent. The period of performance is one base year with four option years. The contractor will be required to inspect a minimum of 2 miles per month, up to a maximum of 10 miles per month, of stormwater pipes located at Joint Base Lewis-McChord in Washington. Amendment 0003 to W911S8230007 released on 05/06/2024, the purpose of the amendment is to set up new site visit date, deadline for questions and comments and to extend the solicitation response date to allow for qualified offerors to submit proposals.   

1. This acquisition will be conducted utilizing the procedures of FAR Part 12 and FAR Subpart 13.5.


2. The Offer. The submission of the documentation specified below will constitute the offeror's acceptance of the
terms and conditions of the RFP and concurrence with the Performance Work Statement and contract type.
Noncompliance with the Request for Proposal (RFP) requirements may hamper the Government's ability to properly
evaluate the proposal and may result in the proposal’s elimination from further consideration for contract award.


3. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the
offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the
Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.
The Government may reject any or all offers if such action is in the public interest; accept other than the lowest
offer; and waive informalities and minor irregularities in offers received.
