About this file
This document contains a set of questions and answers related to a federal contract opportunity for the inspection and mapping of the stormwater system at Joint Base Lewis-McChord (JBLM). The solicitation number is W911S823R0007, and it is for a service contract to perform stormwater pipe inspection, cleaning, and mapping.
The key details include: JBLM will provide locations for a contractor staging yard and stormwater system data, but the most recent data will be collected by the contractor. The contract is focused on the stormwater system only, not the sewer system. The last inspections were conducted in 2021 for Lewis North and over 10 years ago for Lewis Main and McChord Field. The contractor will be responsible for debris removal and disposal. The solicitation requests burdened labor rates for all positions. Cleaning quantities may exceed the inspection quantities, but the contractor will only bill for the actual linear feet cleaned. This is a service contract, but there is no CLIN worksheet provided.

In a previous RFI, it was discussed that the Contractor only has to remove material to gain access to the stormwater piping and leave material in the catch basin and manhole sumps. Will the Government require material in sumps to be vacuumed out and disposed of?
Cleaning of pipes prior to inspection is required. This question is can be sitautional as debris in catch basins could include non-organic and too heavy and bulky to remove.

Why doesn't the quantity for cleaning in all the CLINS match the quantity for inspection? If the Government will not make the quantities match, how will the Contractor bill for stormwater pipe cleaning when they will be cleaning a total of 295,680 Lft, but can only bill for a quantity of 159,540 Lft?
First year expected totals. It is not anticipated that all 295k linear feer will have the same amount of cleaning needed.
