Question/Comment #
This contract is small business set aside. Would the base also consider making this contact Veteran Owned set aside?
This requirement will be a SB set aside
2 Will the base award CLINS based on specific geographical areas?
- During the Pre Conference you showed different areas of JBLM - The question I am trying to ask is to make sure we complete one area at a time and not be working one day in Lewis main and the next on McChord.
- Only a suggestion if the CLINS identified what area the work will be performed. Each area has different issues and different pricing.
- Suggested areas: Lewis Main, Lewis South gate area, North Ft Lewis, McChord, All airfields.
3 Is Disposal of Hazardous or hot material an extra add on charge?
- The Material from any of the runways will probably contain oils that require a different disposal site and cost.
4 Does the base require Vacuum of all materials from structures like CB's and Storm MHs?
-If was discussed that the contractor only has to remove material to gain access to the pipes and leave material in the sumps.
-Most storm structures have sumps to collect material.
-Recommending you require material in sumps to be Vacuumed out and disposed of.
-If a Contractor is cleaning the line and they could fill the sumps with debris from the lines.
5 Why doesn't the quantity for Cleaning in all the CLINS match the quantity for inspection?
-All the CLINS are the same just different years.
-The quantity for inspections is 295,680 Linear feet.
-The quantity for cleaning is 159,540 Linear feet.
-Delta of 136,140 feet.
-Recommend you make cleaning the same quantity as inspection.
-Yes the contractor might find some lines that require minimal cleaning, and some will require very heavy cleaning - at the end of the day it will average out.
6 Does the base want the Contractor to inspect lateral connections with side launch camera?
-We are recommending NO to side launch.
-The good of Storm is that there are very few connections compared to Sanitary Sewer.
-Would be very difficult for the base or the contractor to guessamate the quantity of Lateral connections.
-Lateral inspections can be performed on a later contract after the quantity is defined on this contract.
Item for disposal of 12 tons is the same on all the CLINS. Would the base consider labeling the CLINS based on Geographical Area?
-The tonnage of disposal will vary based on the area and the size of pipes in that area.
-Example would be the Gate area has large deep pipes with know gravel.
-Example would be the old McChord might be housing and minimum disposal.
-Naming the CLINS per Area would also help the contractor bid cleaning.
8 Does the base require the contractor to remove protruding connections or Roots?
-We recommend the answer be NO.
-This is an inspection contract and not a construction contract.
-Any structural issues just need to be identified not fixed.
9 Will the base provide unique MH numbers for every structure?
-For PACP for Lines or MACP for MHs a unique idenifer is required -5.9.6 says "All features have a unique ID"
10 Will the base require the Contractor to clean in the winter months?
-The answer should be no as long as the contractor can complete the required yearly work.
-With all the rain in the winter you cannot inspect the lines without bypassing.
11 Is the contractor required to submit a Rehabilitation report?
-Perfomance work Statement - 1.2.1 says at end "recommend courses of action"
-This contract our job is to find the problems not recommend courses of action to fix what we find.
-Engineers recommend digs, point repairs or CIPP Lining not the CCTV contractor.
-Recommend deleting the words recommend courses of action.
-NASSCO PACP and MACP reports will identify the problems.
12 Can Traffic Control be a add on Extra or a separate CLIN?
-Traffic control is what it is and difficult to bid for any project.
-Recommending traffic be a separate CLIN or Time and Material line item.
13 Will bypassing the storm flows be required?
-We recommend NO.
-Contractor to clean and inspect during low flows.
14 Can the base confirm this is a Service Contract and we use the Service contract provided?
-I think this is a professional service contract and Service rates should be used.
-Mainly trying to confirm that we do NOT have to use Heavy Civil Davis Bacon Wages.
