About this opportunity
The U.S. Army Corps of Engineers, Savannah District, is seeking a contractor to provide comprehensive operations and maintenance services for the Hartwell Project, which encompasses maintenance, repair, minor construction, and operations of facilities including the Project Manager's Office, campgrounds, day-use parks, boating access areas, dams, Power Plant, and Clemson Pumping Station. The procurement was originally structured as a hybrid firm-fixed-price contract with cost-plus-fixed-fee elements, requiring contractors to maintain extensive facilities across six counties in Georgia and South Carolina, including 8 campgrounds with 497 campsites, 13 day-use recreation areas, and 24 access areas serving over 8 million annual visitors. Key requirements include facility cleaning, mowing operations, preventive maintenance, electrical and mechanical systems maintenance, water quality testing, crane operations, and maintaining various certifications including security clearances for CAC card access. The government will evaluate proposals based on technical capability, past performance (equally weighted), and cost/price factors, with non-cost factors being significantly more important than cost. However, this solicitation (W912HN24R5003) has been cancelled due to Executive Order 14271 requiring commercial solutions, and a new firm fixed-price only solicitation will be issued in the near future, with the original proposal deadline having been February 14, 2025.
This procurement does not utilize any set-aside designation and no incumbent or current contractors are specifically identified in the solicitation materials. The contract structure included a base period of 12 months with five option periods (four 12-month periods and one 6-month period), though specific award values are not disclosed in the available documentation. The scope involves maintaining substantial infrastructure including 50 buildings, 41 boat ramps, 473 camp units, 575 developed acres, 28 restrooms, 22 comfort stations, and over 1,250 water markers, with the contractor required to provide services during core hours of 0700-1630 Monday through Friday year-round, plus weekend coverage during peak season from May through October. Performance will occur at the Hartwell Project facilities located in Hart, Franklin, and Stephens counties in Georgia and Anderson, Oconee, and Pickens counties in South Carolina, centered around the main office at 5625 Anderson Highway, Hartwell, Georgia 30643. The project manages a significant water resource with 55,950 acres of water surface, 23,563 acres of land, 962 miles of shoreline, and hydropower generation capabilities of 426,000 kilowatts through five generating units.

Update #7 · Latest ·
We regret to inform you that the U.S. Army Corps of Engineers, Savannah District, will be cancelling the Hartwell Operations and Maintenance (O&M) solicitation W912HN25R5003.
This action is being taken pursuant to the authority under Executive Order (EO) 14271, Ensuring Commercial, Cost-Effective Solutions in Federal Contracts, issued 16 April 2025, which requires agencies to procure commercially available products and services, including those that can be modified to fill agencies’ needs, to the maximum extent practicable. U.S. Army Corps of Engineers implementation guidance was issued 15 June stating, “Beginning 15 June 2025, no solicitations or awards for non commercial products or services may be issued without an approved Request for Approval (RFA) Package.” This policy will force a change in our business practices for our Savannah District lake projects’ operations and maintenance services away from firm fixed price contracts with cost plus fixed fee elements, inherently non-commercial due to the cost reimbursement elements, to a firm fixed price contract.
We sincerely apologize for any inconvenience this may cause and appreciate your understanding as we work to ensure compliance with new federal procurement policies.
We will be issuing a new firm fixed priced only solicitation in the near future.
