About this opportunity

The Defense Commissary Agency (DeCA) through the Defense Information Systems Agency is seeking syndicated data core services to measure commissary performance against commercial marketplace competitors across its 235 commissaries in thirteen countries and two territories. This procurement requires contractors to provide comprehensive data services including point-of-sale scanning data, web scraping, retail grocery panel data, and program analyst support to generate monthly, quarterly, and annual fiscal year patron savings reports comparing commissary prices with local competitors. The contract aims to help DeCA identify industry trends, establish competitive benchmarks, and demonstrate the specified savings that commissaries provide to military service members and their families on groceries and household products. The evaluation process includes a two-phase technical assessment where proposals must demonstrate capabilities in data collection and analytics across perishable and non-perishable product categories, with unacceptable ratings in Phase 1 potentially disqualifying offerors from further consideration. Amendment 0004 has extended the proposal submission deadline to August 11, 2025 at 3:00 p.m. Central Time, with OCONUS tasks now designated as optional requirements.

This solicitation operates under NAICS code 541519 with a small business size standard of $34 million and no specific set-aside designation is currently applied, though it was previously structured for small business participation. The procurement includes both Continental United States (CONUS) and Outside Continental United States (OCONUS) locations, with the base contract period and three optional periods covering various data services across multiple geographic regions. The contract structure includes fixed-price line items for scanning data, web scraping, panel research, program analyst support, training, and testing, with an additional surge pricing element featuring cost-reimbursable provisions up to a not-to-exceed amount. Performance is expected to begin January 28, 2026, with deliverables including technical reports in XLS or CSV formats covering competitor pricing data, discounts, and promotions across grocery and mass merchandiser channels. The place of performance is listed as Petersburg, Virginia, though the services will support commissary operations globally across DeCA's extensive network serving military personnel and their families.
