About this file

This file is a Questions and Answers (Q&A) document for Solicitation HC102825R0012, related to the Defense Commissary Agency's (DeCA) Syndicated Data Core Services Capabilities procurement. The solicitation seeks a contractor to provide web scraping and market research services that compare commissary pricing against local retail competitors across CONUS and OCONUS locations. Key details include a January 28, 2026 performance start date, requirements for technical reports in XLS or CSV formats, and deliverables involving competitor pricing data, discounts, and promotions for grocery and mass merchandiser channels.

The Q&A document clarifies multiple technical and procedural aspects of the solicitation, including evaluation criteria, proposal formatting, and data submission requirements. Notably, the procurement involves a two-phase technical evaluation where an unacceptable rating in any Phase 1 subfactor could disqualify an offeror from Phase 2. Pricing must be submitted using the provided CLIN Pricing Worksheet, with digital deliverables to be emailed to a contact specified in the award document. The solicitation covers DeCA's need to measure commissary pricing performance against commercial marketplace competitors across thirteen countries and two territories.

15Proposal OrgRFP asks for a table of contents in Volume I Executive Summary as well as Volume II Technical Volume. Recommend the Master Table of Contents to be only in Volume II, as Volume I is limited to 1 page only.In accordance with (IAW) request for proposal (RFP) addendum 52.212-1(b)(12)(vii)(A), Volume I - Executive Summary (page 5), all offers are required to "Include a master table of contents for the entire proposal." Please note that table of contents are not calculated in page limits, IAW RFP addendum 52.212-1(b)(12) (iv) found on page 4. RFP addendum 52.212-1(b)(12)(v) states, "Each volume may contain a more detailed table of contents to delineate the subparagraphs within that volume;" however, a more detailed table of contents is not required. If offerors choose to submit this more detailed table of contents, it will not be counted in any page limit requirement.
211RatingsIf an offeror fails any subfactor in Phase 1, they are disqualified from Phase 2. However, it is unclear whether partial compliance is considered or if there is an opportunity for resubmission in cases of minor deficiencies. Can you confirm whether the government will allow clarifications or revisions?IAW Addendum to 52.212-2(a)(b)(1), Factor 1 of RFP amendment 0001, the Government intends to complete Evaluation Phase 1 without conducting discussions. Proposals rated with an unacceptable rating in any of the Evaluation Phase 1 subfactors listed above, may be ineligible for award and may not be evaluated in Phase 2 of the technical evaluation. If all proposals receive at least one unacceptable rating, the Government reserves the right, but is not obligated, to conduct discussions during Evaluation Phase 1.
311Report Criteria: Factor 2, Subfactor 3/Technical Report 3The RFP requires offerors to define "market retail" separately, but it does not specify the criteria by which the government will assess whether the provided definition is valid or acceptable. What standards will be used to evaluate these definitions?Market Retail is defined as "Named competitor must be in a grocery or mass merchandiser channel." Respondent shall provide competitors by name and location.

56PricingThe pricing volume requires justification if an offeror proposes equal monthly payments. However, no criteria are provided for what constitutes an "adequate" justification. Can you specify what factors would make a justification acceptable? Please note that paymement plans are not evaluated. Adequate justification is one that takes into account deliverables and commercial billing practices for this software as a service.
613-28DeliverablesThe contract states "FOB Destination" for all deliverables but does not specify an actual physical delivery location, especially for digital data products. Can you clarify whether physical delivery is required for any portion of this contract? The (email) destination for all digital deliverables will be provided in the award document under "G1, Points of Contact"
75(B) Volume II – Technical/Management.The instructions state that technical reports are exempt from page limitations, but each narrative is limited to five pages. Only the narrative for each report is limited to five pages IAW RFP addendum 52.212-1(b)(12)(vii)(B) found on page 6 of the RFP.
