About this opportunity
The National Aeronautics and Space Administration Goddard Space Flight Center plans to issue a Request for Proposal to procure a Solar Wind Plasma Sensor instrument to support the Space Weather Follow On - Lagrange 1 Mission, a joint undertaking with the National Oceanic and Atmospheric Administration. The SWiPS will measure ion flux populations with or without mass discrimination as a function of energy and be integrated onto the SWFO-L1 satellite to provide continuity of solar wind and coronal mass ejection data, supporting NOAA's highest priority space weather observations. Proposals will be evaluated based on technical approach, past performance, and price, with award anticipated for March 2020. The final proposal submission date is January 10, 2020.
The solicitation carries NAICS code 336414 and PSC code 1302. There is no set-aside designation. Potential contractors include incumbent space instrumentation firms. The period of performance is 76 months and place of performance is the contractor's facility. The SWiPS instrument quantity is one flight model to specified requirements.

Update #1 ·
The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) plans to issue a Request for Proposal (RFP) for a Solar Wind Plasma Sensor (SWiPS) for the Space Weather Follow On (SWFO - L1) Mission. The SWFO - L1 Mission is a high priority joint undertaking by NASA and the Department of the Commerce, National Oceanic and Atmospheric Administration (NOAA). The SWFO - L1 Observatory will provide NOAA with the continuity of solar wind data and coronal mass ejection (CME) imagery, which is the National Weather Service's highest priority for space weather observations. The SWiPS instrument will be part of the SWFO - L1 satellite. The instrument will measure the ion flux population with or without mass discrimination as a function of energy.
