About this file
This document is a request for proposal for the design, development, fabrication, integration, testing, evaluation and launch support of the Solar Wind Plasma Sensor instrument as part of the Space Weather Follow-On L1 Observatory mission. The National Aeronautics and Space Administration Goddard Space Flight Center will award a cost-plus-fixed-fee contract with a potential period of performance of seventy-six months. Proposals are due by January 10, 2020, with an anticipated contract award date of March 3, 2020. The contract will be performed offsite at the contractor's facilities. Offerors should monitor the Beta.SAM.gov website for solicitation updates and direct any questions to the contracting officer by December 13, 2019. The instrument will measure ion flux populations as a function of energy to provide the National Oceanic and Atmospheric Administration with continuity of solar wind and coronal mass ejection data for space weather forecasting.
