About this opportunity

The Smithsonian Institution is seeking a construction contractor to replace the Summit Dormitory at the Fred Lawrence Whipple Observatory (FLWO) in Amado, Arizona. The project involves constructing a new two-story dormitory addition connected to the existing Commons Building, including comprehensive building systems such as HVAC, electrical, plumbing, fire suppression, alarm, and security systems, along with installing a new fire water tank, standing seam metal roof, and lightning protection. The work also includes an optional scope for demolishing the existing dormitory and site restoration. The Smithsonian will use a best-value source selection process, evaluating proposals based on past performance, plan of accomplishment, key personnel, and cost control. Critical dates include the final deadline for questions and clarifications on May 27, 2025, and the proposal submission deadline of June 23, 2025, at 5:00 PM Eastern Standard Time.

This procurement does not include any set-aside designations and is open to all qualified contractors. The estimated contract value exceeds $10 million for the combined base contract and optional work, with multi-year funding including $4 million allocated in FY 2025 and the remaining balance to be obligated by December 1, 2026. The project has specific subcontracting goals requiring 40% participation by small business concerns and at least 7% participation by Service-Disabled Veteran-owned small businesses. The period of performance is 520 calendar days from the Notice to Proceed, with work constraints including coordination around the Spotted Owl mating season from March 1 to September 1. The construction will take place at a remote National Forest site at 670 Mt. Hopkins Road in Amado, Arizona, requiring specialized coordination with ongoing observatory operations and site accessibility challenges.
