29 Access Road Maintenance - The Specifications Section 312316 Earthwork Subsection 3.03.A site Access states ‘Access to the site will be over public and private roads.
Exercise care in the use of such roads and repair at own expense any damage thereto caused by Contractor’s operations. Such repair shall be to the satisfaction of the Owner or agency having jurisdiction over the road. Take whatever means are necessary to prevent tracking of mud onto existing roads and shall keep roads free of debris. (a) Please confirm it is the responsibility of the general contractor to maintain these roads during construction. (b) Can an allowance be included for the maintenance of these roads? Please provide allowance. (c) Who is responsible for the removal of ice from the access roads?
SI -Tartaro (a) The general maintenance of the summit road is the responsibility of FLWO staff not the General Contractor.
Normal wear and tear is covered by FLWO. The Contractor is responsible for addressing tracking of mud and debris from the site. (b) No; there will not be an established allowance. (c) FLWO maintenance staff is responsible for removal/treatment of ice and snow on the road.
30 Access Road Maintenance - The Geotechnical Report in the Specifications under 7.0 Earthwork Subsection 7.3 states ‘Excavations penetrating the underlaying bedrock will require the use of heavy-duty, specialized equipment to facilitate removal’. The amount of hard digging cannot be quantified because it is an unforeseen condition. (a) Please determine an allowance amount to be included in the bid.
SI -Tartaro (a) ‘Excavations penetrating the underlaying bedrock will require the use of heavy-duty, specialized equipment to facilitate removal’, price accordingly per the drawings and specification requirements. (a) No; there will not be an established allowance.
31 Existing Water Pump - There was a discussion on one of the job walks that there is an existing water pump that is functional but not in use at this time. (a) Is the existing water pump available for this project? (b) Who would be responsible for paying the electrical bill to get it started and running?
SI -Tartaro Not available
32 Common Building - It is assumed the Common Building will not be in use during construction. (a) Can the general contractor use the Common Building for construction offices, meeting spaces, and lunch area if the space is returned to its original condition?
SI -Tartaro Yes. If maintained, the Common Building can be used.
Contractor and COTR to document condition, acceptable uses and the general return standard after award. NOTE:
the septic field will be disconnected and the use of plumbing fixtures will not be feasible or allowed.
33 Common Building - It is assumed the existing Dormitory will not be in use during construction. (b) Please provide the terms to use the Dormitory (c) Subsection 14.4 of the Contractor Use of Premises states ‘The Contractor shall reimburse the Smithsonian Institution for security and inspection services provided by the Smithsonian when the Contractor chooses to work outside the normal workdays and hours, as identified herein.
However, the Contractor will not be charged for is overtime security and inspection services, if, in the opinion of the COTR, the work cannot be done during the normal working days and hours due to requirements of the Smithsonian.
With the contractors staying in the existing dormitory overnight, does this requirement not apply? If this does apply, then provide the cost for overnight security.
SI -Tartaro (a) No. The existing dormitory will be in use. (b) Not applicable (c) No, does not apply
34 Existing Column Footing To Be Extended to New Grade - (a) Architectural Sheet A-104 Key Note 221 on Detail 1 New Dormitory – First Floor states ‘(E) Column Footing To Be Extended To New Grade’. Architectural Sheet A-103 Detail 1 is showing waterproofing against the existing building, so there will be excavation around this footing. Detail 3 on A- 103 states ‘Assumed location of footing depth and dimension unknown’, so it is assumed the footing for this column on A-104 Detail 1 is also unknown. The excavation around this footing may require additional foundation or shoring against the existing building. Please confirm this will not be required. If required, please provide a foundation design or shoring design to hold up the existing walkway during the excavation.
BWS The existing column and existing column footing are to remain. Only the concrete wrap around the existing column is being extended up above new existing grade to protect the existing column from the soil. Existing drawings are unclear of exactly where the top of the existing footings are, but based on the as-built drawings all bottom of existing footings are a minimum of 3'-0" below existing grade. It is not anticipated that shoring of the existing column foundation will be required for water proofing. Design of shoring is means and methods and is the responsibility of the contractor. We can provide assistance in what maximum loads need to be supported if required.
35 Existing Column Footing To Be Extended to New Grade - Civil Sheet C-104 Key Note 18 states ‘Ground Elevation at New Column. Provide Rip-Rap over filter fabric for all areas excavated for installation of column foundation. Typical for all columns’. Architectural Sheet A-101 is only showing the hand placed and grouted rip-rap on the plan east side of the building. Please keep in mind the 4x8 cement fiber board sheets will need to be installed around the rip-rap and in a two foot minimum space. (a) Please provide a detail with additional description for this Rip-Rap. (b)Does the rip-rap required over the over-excavation, footing excavation, or over the entire areas disturbed by excavation?
BWS Additional description of rip-rap and grading in area of column footings provided.
36 Construction Schedule - The given construction time allowed on the site is not clear. Please provide a more clear start and finish date for each year.
SI -Tartaro The Spotted Owl Mating Season restriction for exterior work is from March 1 through August 31, see RFI 27 response
37 Concrete Piers - Sheet S101 shows two typical details for HSS columns; Detail 5 on S501 shows 2ft dia concrete and Detail 4 on S502 shows 1ft 6” dia concrete. Please clarify if the 1ft 6” dia concrete columns are to be used with the braced columns only.
BWS 2'-0" diameter piers will be used for all HSS6x6 columns including the braced frames. Detail 4/S502 is incorrect and should indicate a 2'-0" diameter pier with 6-#6 verts similar to detail 5/S501. The 1'-6" diameter piers will only occur on the HSS4x4 stair columns.
38 Grouted Rip-Rap - Please clarify if details 1,2,3 on sheet
C104 showing hand placed rip rap are to be in grout/mortar OR only have filter fabric beneath the rock without grout.
SI -Tartaro All hand placed rip rap in grout/mortar to be over filter fabric typical.
39 Storm Drain Culvert - The storm drain culvert is shown to be relocated on Sheet C102; a new swell is also shown to route storm water away from the leach field area. Should the bidders plan for the removal of the large rock outcrops to facilitate the new swell or can bidders assume that the swell can meander a best fit path avoiding rock outcrops (Past RFI), this could result in possible shifting of septic leach lines to accommodate the swale.
SI -Tartaro Yes, the swell may meander as long as the proposed approach does not impede or negatively impact the work of the project, The proposed solution must meet the septic system capacity requirements and comply with ADEQ permitting requirements.
40 Septic Leach Field Depth - The new septic leach field is very specifically designed but will conflict heavily with the large boulder outcrops and possibly several trees. A note per C103 states to minimize disturbance to existing vegetation and leach field. similarly the rock type is extremely hard and with boulder outcrops means it could be very shallow in places which could require rock breaking. The geotechnical exploration shows two test borings for the project with one meeting refusal at 3.5 feet deep and the other at 7ft deep; however, the leach field trench is required to be 8 feet deep. (a) Is there any additional information that could be provided to bidders regarding the septic leach field installation that could direct bidders and help avoid a future change order. (b) For example: If solid rock is encountered at a shallower depth (seven feet deep for instance) could the trench bottom (depth) vary if the leach pipe were at design depth? Or is it preferred that solid rock be broken out for a level trench bottom (at full 8ft depth)? Or could the trench width increase to allow a shallower trench to avoid cost increases (if rock were found to be shallower during construction)?
SI -Tartaro (a) No there is no additional geotechnical information at this time. (b) Yes, As long as the proposed approach does not impede or negatively impact the work of the project and the proposed solution meets the septic system capacity requirements and complies with ADEQ permitting requirements.
41 Septic Tank Demolition - Per Sheet C103 there is a note outlined with a revision cloud that describes abandoning the existing septic system in place. Adjacent to it under the “construction sequencing” demolition of the septic tank is still listed. Please clarify how the septic tank should be abandoned in place. Shall it be left intact, pumped out, crushed, and/or removed, etc?
SI -Tartaro Under “Construction Sequencing” Delete Note 4 and follow sequence in clouded Revision 1 Note instead.
Contractor must comply with ADEQ Closure/Abandonment permit requirements.
42 Elevation Clarification - Sheet C-504 detail 5 shows the spool pipe (4” or 2.5”) with a 3ft depth dimension that is unclear; the pump station room floor elevation is shown to be 8367.17ft (per sheet C102) and the tank floor elev is shown to be 8359.7ft (per C504) a difference of roughly 7ft; A retaining wall is shown adjacent to the sidewalk (on both sides) per C104 plan view detail with footer shown at a minimum of 3.5’ deep per S502 on the side closer to the water tank. Can the spool pipe penetrate thru the retaining wall if it were feasible (this may not be feasible due to orientation of pipe and swale to wall)? After sketching a profile, the retaining wall footer toe location relative to the adjacent swale appears also to require the footing to be deeper than the minimum (potentially 3.5ft additional depth to be 18” below the swale) driving the depth of the spool pipe to 7 to 10 feet deep if needed to pass under the retaining wall footer. Can this be clarified?
BWS Detail C-504 modified to provide clarification of pipe size and routing Elevations updated to match grading plan sheets.
43 Existing Concrete Curb - A vertical concrete curb exists that will be impacted by the culvert removal/replacement (not indicated in drawings). similarly, the Electrical trench will impact the existing curb at another location, please indicate if bidders should remove/replace the curb to facilitate these new items.
BWS Callouts added regarding removal/replacement of concrete curbs.
44 Striping - Per the Specifications “Work also includes concrete wheel stops and striping as indicated.” No striping or wheel stops have been found in the drawing, please clarify if this is correct.
SI -Tartaro
BWS
Concrete wheel stops and striping are not to be included at this time. Note removed.
45 Curb - Note 18 on sheet A101 notes a curb, is this a non-applicable legacy note? This is not shown in the grading plan.
SI -Tartaro Correct, delete Note 18
46 Would the Smithsonian permit the use of helicopter operations for material transport to the Summit Bowl area in lieu of relying solely on Mount Hopkins Road? Our current plan anticipates 200+ helicopter sling loads; we would only require a designated area for material drop—no helicopter landing would be necessary. Thank you for your time and consideration. We look forward to your response and the opportunity to contribute to this exceptional project.
SI -Tartaro The use of a helicopter would need to be coordinated with FLWO operations. The US Forest Service would need to be consulted for their concurrence.
47 Can land surveyors come out and perform their work before September 1st?
SI -Tartaro Yes as long as they meet the requirements of, "The Contractor shall provide sound attenuation to maintain acoustic level below 75 dBA at a distance of 15m."
48 Page C103 has a note that says to demolish the existing restrooms at the start of construction and the has a not under “Construction Sequencing” that says it should be demolish after the new septic tank system is finished.
Please clarify if we can demolish the restrooms at the start of construction.
SI -Tartaro “Construction Sequencing” Note 4, delete in it's entirety.
Correct, demolish the restrooms at the start of construction.
49 The specification refers to AISC approved steel fabricator and erector, an approved fabricator/ erector would be a fabricator/ erector that builds to the required specifications, as well as AISC standards. On this project Is it acceptable to use a fabricator/ erector that builds to the standards of AISC and the specifications on this project yet is not certified by AISC and will offer 3rd party inspection for fabrication.
SI - Stewart Yes, so long as the 3rd party inspector confirms they meet the requirements of being an AISC certified fabricator and can provide data to back up the conformation which is signed and sealed.
50 Sheet S101 shows two typical details for HSS columns;
Detail 5 on S501 shows 2ft dia concrete and Detail 4 shows 1ft 6” dia concrete.
51 Please clarify if details 1,2,3 on sheet C104 showing hand placed rip rap are to be in grout/mortar OR only have filter fabric beneath the rock without grout.
SI -Tartaro All hand placed rip rap in grout/mortar to be over filter fabric typical.
52 The storm drain culvert is shown to be relocated on Sheet C102; a new swell is also shown to route storm water away from the leach field area. Should the bidders plan for the removal of the large rock outcrops to facilitate the new swell or can bidders assume that the swell can meander a best fit path avoiding rock outcrops (Past RFI), this could result in possible shifting of septic leach lines to accommodate the swale.
SI -Tartaro Yes, as long as the proposed approach does not impede or negatively impact the work of the project. The proposed solution must meet the septic system capacity requirements and comply with ADEQ permitting requirements.
53 The new septic leach field is very specifically designed but will conflict heavily with the large boulder outcrops and possibly several trees. A note per C103 states to minimize disturbance to existing vegetation and leach field. similarly the rock type is extremely hard and with boulder outcrops means it could be very shallow in places which could require rock breaking. The geotechnical exploration shows two test borings for the project with one meeting refusal at
3.5 feet deep and the other at 7ft deep; however, the leach field trench is required to be 8 feet deep. Is there any additional information that could be provided to bidders regarding the septic leach field installation that could direct bidders and help avoid a future change order. For example:
If solid rock is encountered at a shallower depth (seven feet deep for instance) could the trench bottom (depth) vary if the leach pipe were at design depth? Or is it preferred that solid rock be broken out for a level trench bottom (at full 8ft depth)? Or could the trench width increase to allow a shallower trench to avoid cost increases (if rock were found to be shallower during construction)?
SI -Tartaro Yes, as long as the proposed approach does not impede or negatively impact the work of the project. The proposed solution must meet the septic system capacity requirements and comply with ADEQ permitting requirements.
54 Per Sheet C103 there is a note outlined with a revision cloud that describes abandoning the existing septic system in place. Adjacent to it under the “construction sequencing” demolition of the septic tank is still listed.
Please clarify how the septic tank should be abandoned in place. Pumped out/crushed/removed, etc?
SI -Tartaro The septic tank should be abandoned in place and comply with ADEQ Closure/Abandonment permit requirements.
55 Sheet C-504 detail 5 shows the spool pipe (4” or 2.5”) with a 3ft depth dimension that is unclear; the pump station room floor elevation is shown to be 8367.17ft (per sheet C102) and the tank floor elev is shown to be 8359.7ft (per C504) a difference of roughly 7ft; A retaining wall is shown adjacent to the sidewalk (on both sides) per C104 plan view detail with footer shown at a minimum of 3.5’ deep per S502 on the side closer to the water tank.
56 A vertical concrete curb exists that will be impacted by the culvert removal/replacement (not indicated in drawings).
similarly the Electrical trench will impact the existing curb at another location, please indicate if bidders should remove/replace the curb to facilitate these new items.
BWS Callouts added regarding removal/replacement of concrete curbs.
57 The Existing Bowl Dorm is described in the RFP as being demolished concurrently with the work (if option is exercised) to be completed within the 520 calendar days.
Sheet A101 describes demolishing after completion per note 002 (sheet C102 note 2 also), please clarify if there is an expectation of waiting until the very end of the project to demolish the old dorm (assuming the dorm demolition option is approved).
SI - Tartaro Correct, to be demolished after completion per note 002 (sheet C102 note 2 also)
58 The 520 calendar days allowed for the project duration will limit civil items to essentially 360 work days (two separate 6 month intervals). Is it expected that other trades will be allowed to work during the owl season such as building construction? If the building envelope is not complete before March 2026 will all work need to stop until the following September 2026? The best course would be to have the new dorm building fully enclosed within the first 6 months (including site prep/demo/tree removal, drainage/slope protection, retaining walls, excavation/foundations, utility, building structure/roof/siding, snow event delays are possible also) prior to the owl season. Could the project run into the 2028 calendar year if scheduling logistics simply cannot be achieved and this timeline of (February 2027 completion as it is understood) is not met.
SI - Tartaro Yes, at the discretion of the COTR/Government.
59 The asphalt paving work should be scheduled for the later parts of the civil work (prefer basically last civil item). The best months to lay down asphalt on the mountain will be September or October due to temperature constraints.
Would it be acceptable to complete this work beyond the 520 calendar days if deemed necessary (due to project timeline and weather constraints) potentially September 2027?
SI -Tartaro Yes, at the discretion of the COTR/Government.
60 Per the Specifications “Work also includes concrete wheel stops and striping as indicated.” No striping or wheel stops have been found in the drawing, please clarify if this is correct.
SI -Tartaro Concrete wheel stops and striping are not to be included at this time
61 Note 18 on sheet A101 notes a curb, is this a non-applicable legacy note? This is not shown in the grading plan.
SI -Tartaro Correct, Note 18 to be deleted
