About this opportunity
The Federal Highway Administration's Eastern Federal Lands Highway Division is soliciting sealed bids for Sign and Safety Repairs across the Metro, North, and South Regions of Puerto Rico under Solicitation Number 693C73-26-B-000002. The procurement covers repairs to signs, guardrails, and other infrastructure damaged by Hurricanes Irma and Maria, including installation of traffic sign assemblies, W-Beam guardrails, end-terminals, bridge transition upgrades, guardrail demolition and removal, temporary traffic control, and related work across 18 municipalities. Bidders must be certified Small Business Concerns and are required to comply with Davis-Bacon prevailing wage determinations effective January 2, 2026, and applicable Federal Highway Administration standards. The solicitation is structured as an Invitation for Bid with five schedules (A through E) that may be awarded independently or in combination, allowing flexibility in contract awards. The original bid due date of January 29, 2026 has passed, with bid opening results released on January 30, 2026, showing seven bids received with the apparent low bid of $14,969,047.00 submitted by Caribbean Sign Supplies Manufacturers, Inc., pending completion of government evaluation and verification.
This procurement is set aside exclusively for Small Business Concerns, with no incumbent contractors identified in the solicitation materials. The estimated total project cost falls within the range of $15,000,000 to $25,000,000, with the apparent low bid coming in at approximately $14.97 million for all combined schedules. The project is divided into five distinct work schedules with individual performance periods ranging from 260 calendar days for Schedule A to 475 calendar days for Schedule B, with a maximum combined performance period of 1,145 calendar days if all schedules are awarded simultaneously. Work will be performed across 18 Puerto Rico municipalities including Aibonito, Arecibo, Carolina, Ponce, and Quebradillas, among others, with the place of performance listed as Reston, Virginia for contract administration purposes. The government's evaluation indicates it is conducting thorough review and verification of all submitted bids, with final award determination pending completion of this evaluation process.
