Preventive maintenance is performed during normal duty hours (0730–1630, Monday–Friday, excluding federal holidays); corrective maintenance is performed on-demand and potentially outside normal hours for emergencies. All labor, materials, equipment, parts, supplies, and incidental expenses for preventive maintenance are firm-fixed-price; corrective maintenance is reimbursed via service orders with an anticipated not-to-exceed of $1,000,000 per year.

Proposals must be submitted in three volumes: Technical Approach (maximum 10 pages), Price and Rates (firm-fixed-price proposals), and Administrative Data. Evaluation uses a tradeoff approach with Technical Approach weighted most important, followed by Past Performance, then Price and Rates (least important). Offerors must be registered in SAM with current representations and affirmations and hold current Cybersecurity Maturity Model Certification (CMMC) at the required level.
