About this opportunity

The Department of State Office of Acquisition Management seeks roof replacement services across six buildings at the US Embassy Seoul compound—the Chancery, Consular, IMOT, PCC, IPC, and ESO Outbuilding facilities—under a design-bid-build delivery method, with proposals due September 16, 2026 (extended from September 7 via Amendment 3 posted September 4). This is a Total Small Business set-aside.

Place of performance is Seoul, South Korea. A SECRET facility security clearance is required at proposal submission, with contractor personnel required to possess SECRET personnel security clearances issued by the Defense Counterintelligence and Security Agency prior to performance. Mandatory pre-proposal site visit is scheduled for August 18–20, 2026, with questions due by August 26.

The work spans approximately 23,250 square feet across six roof areas and comprises removal of existing roofing systems to structural decks, repair and substrate preparation, installation of hot rubberized asphalt membranes on primary roof areas, installation of PMMA liquid membrane systems on secondary roof areas, sheet metal flashing, and associated flashings and penetration treatments. The contractor must engage manufacturer-approved applicators with minimum five years of experience in similar installations. Performance period is 330 calendar days from notice to proceed, with work to avoid the June–August rainy season. Liquidated damages of $1,772.00 per calendar day apply for failure to meet the completion deadline. Performance and payment bonds are required within 10 days of award.

Award will be made to the lowest-evaluated-price, technically acceptable offeror. Evaluation prioritizes technical merit—assessed on business management and project schedule, personnel qualifications, and quality assurance/safety programs—over cost. The firm-fixed-price contract requires two-year contractor workmanship warranties and manufacturer material warranties, compliance with U.S. Army Corps of Engineers EM 385-1-1 safety standards, and 48-hour flood testing of completed membrane systems. NAICS 238160; PSC Z1AA. Contracting officer: Ryan C. Edwards, EdwardsRC@state.gov.
