About this file
This is a Questions and Answers document for the US Embassy Seoul Roof Replacement Design-Bid-Build project RFP (Solicitation Number: 19AQMM26R0342). The document addresses 28 contractor inquiries submitted prior to the August 26, 2026 question deadline, with proposals due September 7, 2026 by 3pm ET.
The Q&A clarifies key scope and logistical requirements for the roof replacement work across multiple embassy buildings. Scope confirmations include: complete removal and replacement of existing concrete pavers with new pavers; removal of existing neoprene membrane roofing in areas with fuel tanks and installation of fabric-reinforced PMMA coating system instead of hot rubberized asphalt; demolition of approximately 18 abandoned concrete curbs on the Upper Roof and 2 on the Consular Roof; no roofing work in limited clearance spaces (approximately 4-5 inches); deletion of lightweight concrete cricket installation between roof drains and modified bitumen membrane roofing specifications. The document addresses operational constraints including RSO escort ratios for uncleared laborers (1:2 on Upper Roof/CAA spaces, 1:5 on Low Roofs, 1:10 in Parking Lot); structural load limitations (roof designed for 16psf live load and 100psf dead load); on-site storage limited to three 20-foot containers in the designated laydown area; crane operations restricted to adjacent public streets Monday-Friday with weekend overnight storage permitted on compound; and material procurement guidance. Post provided contact information for local vendors including equipment rental/crane services (Joonggi Call), though specific trash removal company contact was unavailable. The document confirms that pre-filled shipping and DBA cost pricing on the Price Sheet will be removed, with only daily lodging and M&IE rates remaining unchanged.

1. Please provide contact information for local contractors that can provide forklift, telehandler, hoisting, and crane services.
DOS Response: Post provided the following contact information for local vendor for equipment rental, including crane services.
Company name: Joonggi Call www.0409-0409.com Tel:1660-0404
2. During the site visit, it was discussed that the existing concrete pavers would be replaced. However, the pavers appear to be in generally good condition. Please confirm whether OBO requires complete replacement with new pavers or whether serviceable pavers may be salvaged, cleaned, and reinstalled.
DOS Response: We confirm this requirement. Per Contract Specifications, all existing concrete pavers must be removed and new concrete pavers are to be installed.
3. Please provide the name and contact information of the supplier that furnished the existing concrete pavers, if available.
DOS Response: Post provided the following information for local vendors and manufacturers of concrete pavers.
4. A portion of Roof Area A contains fuel tanks, making it difficult for installation of hot rubberized asphalt. Please confirm whether the fuel tanks will remain in place during construction. If they will remain, please provide an approved alternate roofing detail or clarify how OBO expects the specified system to be installed beneath and around the tanks.
DOS Response: The fuel tanks will remain in place during construction. The existing roof system in this area is exposed neoprene membrane roofing. For this section of roofing only, the scope of work will be amended to remove the existing neoprene membrane and install new fabric-reinforced PMMA coating system, similar to the OBC Penthouse roofs. This will be clarified in forthcoming Amendment 01 to the Contract Documents.
5. Behind the mechanical penthouse on Roof Area A, there is an approximately 8- to 10-foot-long area with only approximately 4 to 5 inches of working clearance. Please confirm whether hot rubberized asphalt is required within this space.
DOS Response: No. No roofing is to be performed in this 5” inch space. New roof application to be torched up to this space and made water tight.
6. Please confirm the number and locations of the curbs that are to be removed.
DOS Response: On the Upper Roof (Roof Area A) approximately 18 concrete curbs have been identified as abandoned and are subject to demolition and removal per existing contract specifications. Exact locations and status of concrete pads will be confirmed with Post during or prior to mobilization phase.
On the Consular Roof (Roof Areas C & D) approximately 2 previously unidentified curbs have been identified as abandoned and are subject to demolition and removal per existing contract specifications. This does not include the pipe supports that are mounted in concrete blocks.
7. During the site visit, it was mentioned that propane can be a difficult item to procure, because the trucks are restricted from the city during certain time periods. What are the permitted delivery days and hours?
DOS Response: A quick Google search on LPG delivery restrictions in Seoul yielded the following information. It seems like smaller delivery trucks are able to provide deliveries at all times. It is incumbent on the contractor to verify this information. Post may provide more specific information or help with coordination closer to mobilization and construction.
8. Please provide contact information for local companies that can provide unskilled laborers.
DOS Response: Post provided the following contact information for local vendors for unskilled laborers.
9. What is the escort ratio for uncleared laborers?
DOS Response: RSO Escort Ratio US Cleared Americans to Uncleared/Locals is as follows. Exact requirements subject to change at RSO direction.
· 1:2 on Chancery Upper Roof and CAA spaces.
· 1:5 on Chancery Low Roofs (Consular, Annex, etc.)
· 1:10 in Parking Lot
10. Please provide contact information and, if available, pricing for local waste removal services. Are there any restrictions for waste removal? Are there approved locations for dumpsters?
DOS Response: A specific trash/dumpster company was not provided by Post in time to answer these questions. Post was able to provide contact information for local construction companies. Bidders may be able to get specific trash/dumpster information from them.
Specific locations for dumpsters can be assumed to share the same location as the material laydown space identified during the site visit.
11. Please confirm if we will need a local Tax ID number to purchase materials, rent equipment, or hire local workers.
DOS Response: GSO representative indicated during the pre-bid meeting that a local Tax ID was not required to purchase materials, rent equipment, or hire locals. It is incumbent on the contractor to verify this information.
12. Please confirm the number and maximum size of shipping/storage containers that may be stored at the main Embassy compound. Please identify the proposed staging area and advise whether off-site storage will be required if the on-site capacity is insufficient.
DOS Response: Maximum of three (3) 20’ containers can be stored at the laydown area identified during the site visit. The laydown location will be clearly identified on the contractor drawings in forthcoming Amendment 01.
Off-site storage for bulk materials is at contractor discretion. Storage at Post is limited to identified laydown area.
13. Please confirm whether there are structural load limitations for storing pavers, insulation, roofing materials, the HRA melter, debris, or equipment on the individual roof areas.
DOS Response: The existing thickness of roof deck is 8” of two-way flat concrete slab (OBC Upper Roof only) with intermittent concrete support columns. It was designed to support a live load of 16psf, and a dead load of 100psf.
If limited quantities of bulk materials are to be stored on the roof, OBO Roof Program strongly recommends distributing the load of the materials throughout the roof.
14. Per spec section 01 11 00, Summary of Work, 1.01 B. 1. F and 3. F., please confirm deletion of the installation of lightweight concrete crickets between roof drains
DOS Response: Confirming this requirement to be deleted. This will be clarified in forthcoming Amendment 1 to the Contract Specifications.
15. Please confirm all roof drains and fasteners penetrating roof area A of the Chancery will need to be shipped to State’s Rosslyn address so the material can be shipped secure to Post. Please provide the mailing address.
DOS Response: Correct. Per the meeting with the RSO/ESO, all fasteners and drain bowls for the OBC Upper Roof (Roof Area A) and OBC Penthouse Roofs (Roof Area B) shall be shipped to OBO Roof Program for secure shipping. Please mail fastener boxes and drain bowls to the following address:
Cole Hutcherson U.S. State Department
OBO/CFSM/FMS
SA-06 Room 823A Washington DC 20522
16. Will increasing the size of the existing through wall scuppers (section 01 11 00, 1.01 B. k) remain a requirement
DOS Response: The existing overflow wall scuppers will not be enlarged as part of this scope of work. New metal flashings based on the existing diameter will still be required. This change will be reflected in forthcoming Amendment 1 to the Contract Specifications.
17. Please confirm crane working hours
DOS Response: Assume normal working hours. Crane working hours subject to local permit requirements.
18. Will crane always have to be utilized on adjacent public street and swing over wall or can the crane be used on property
DOS Response: Monday – Friday, use of a crane will need to from the adjacent public street. The crane can be brought inside the compound and left overnight Friday after hours and over the weekend. It is the responsibility of the contractor to get all local permits for the crane and to provide the relevant vehicle information to Post if the crane is to be brought inside the compound.
19. Due to limited crane use and swing hoisting not possible due to eyebrow roofs surrounding building, will debris be allowed to be stocked on roof until crane can remove it
DOS Response: It is the contractor's responsibility to keep a clean jobsite. If debris and materials are to be stored on the roof until the crane can remove them, OBO Roof Program strongly recommends contractor organize debris in such a way to evenly distribute the load.
20. Where and how many dumpsters can be set on site
DOS Response: Any dumpster on-site will need to share space in the identified laydown area, unless otherwise noted by Post prior to or during construction.
21. Where can forklift be stored on site
DOS Response: Forklift can be stored at Post overnight in same location as material laydown area.
22. Since the roofs are either PMMA or Hot Rubberized, should section 07 52 00 Modified Bitumen Membrane Roofing be deleted
DOS Response: Confirming Section 07 52 00 Modified Bitumen Membrane Roofing shall be deleted. This will be clarified in the forthcoming Amendment 1 to the Contract Specifications.
23. Are structural drawings available or can the roof load be provided to confirm weight of melter equipment with material allowable on the roof
DOS Response: The structural roof deck is an 8” two-way flat concrete slab with square concrete columns for support. The roof deck was designed for a 16psf live load and the 8” thickness of the concrete slab has an approximate dead load of 100psf.
24. The Price Sheet provided has shipping and dba costs pre-filled. These numbers are not accurate, can we change these numbers
DOS Response: Any pre-filled pricing numbers will be removed from the Price Sheet for the shipping and DBA costs. The daily rate for lodging and M&IE shall remain unchanged.
