About this opportunity

The Department of the Army Materiel Command Contracting Command at Rock Island Arsenal is soliciting proposals for Security Assistance Mentors and Cultural Advisors (SAMA 3.0) supporting U.S. Military Group-Iraq, with proposals due August 18, 2026. The procurement is full and open competition under NAICS 541611 (Administrative Management and General Management Consulting Services), PSC R699, with no set-aside. Four amendments have been issued; the most recent (Amendment 0004, dated August 17, 2026) corrects CLIN 5006 unit of issue and period of performance in Section B.

Place of performance is Baghdad and Erbil, Iraq, with potential temporary duty travel throughout U.S. Central Command Area of Responsibility. All contractor personnel require SECRET security clearances. Key positions—Ministry of Defense Advisor, Ministry of Peshmerga Affairs Advisor, and Ministry of Defense Senior-Level Advisor—require U.S. citizenship, bachelor's degrees, fluent English proficiency (Arabic for MoD roles, Kurdish for Peshmerga roles), and previous strategic-level experience with U.S. forces in Iraq since 2011.

The contract is hybrid firm-fixed-price and cost-reimbursable, with a 12-month base period beginning November 29, 2026, four 12-month option periods, and a potential six-month extension, totaling up to five years and six months. Contractor personnel must comply with Department of War Trafficking in Persons policies, host nation labor law, and obtain local sponsorship. Offerors must possess SECRET facility clearance verified through the Defense Counterintelligence and Security Agency and provide affirmative compliance with Iraq labor law to be evaluated.

Evaluation employs a Best Value Continuum Subjective Tradeoff process. Technical factors (Management Plan and Key Personnel) are rated acceptable/unacceptable; all must be acceptable for an acceptable technical rating overall. Past Performance is rated Substantial, Satisfactory, Neutral, Limited, or No Confidence and is weighted more heavily than Price. Price evaluation assesses reasonableness, cost realism, completeness, and balance. Proposals consist of four volumes: facility clearance and executive summary (10 pages maximum), technical proposal addressing management and key personnel (40 pages), past performance on up to three contracts (25 pages plus 5 per major subcontractor), and pricing using the mandatory Price Matrix. Questions were due July 21 (initial) and August 4, 2026 (final). Procuring Contracting Officer is David S. Fields; Contract Specialist is Jennifer B. Trevino.
