L.1. GENERAL INSTRUCTIONS. These instructions are a guide for preparing proposals in response to Solicitation # W519TC-26-R-A024 for SAMA 3.0 services located in Iraq. They describe the extent of information the Offeror must provide and emphasize the significant topic areas the Offeror shall address in its proposal. Each Offeror shall submit a maximum of one proposal. The Government will not reimburse the Offeror for costs incurred in association with the preparation of its proposal. The Offeror is expected to review the PWS contained in Section J of this RFP for further insight into the areas that the proposal must address. The Offeror must include in its proposal sufficient information to enable the Government to determine the Offeror’s understanding of the requirements in each of the evaluated areas. Offerors are cautioned that repeating language of the PWS with a statement of intent to perform does not reflect understanding of the requirement. Offerors shall not specifically prepare samples or descriptive literature for submission to its proposal. Adherence to the prescribed format is required. Data not submitted with the proposal, but submitted previously or presumed to be known, will not be considered as part of the proposal.

Failure to provide a proposal in compliance with the instructions specified in this RFP shall render the Offeror’s proposal non-compliant. The proposal will not be further evaluated and will not be further considered for award. The Offeror must provide information in sufficient detail to allow the Government to assess the Offeror’s ability to successfully execute the SAMA 3.0 effort. The proposal shall be prepared in a clear and legible manner. In addition, the Offeror shall write the proposal in English, and the proposal must be specific and complete as described in these instructions. The solicitation will tell offerors to note the provision at RFO FAR 52.215-1, Instructions to Offerors – Competitive Acquisition; and that the Government intends to award a contract resulting from this RFP without negotiations with offerors, except for clarifications described in RFO FAR 15.202(a)(2). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct negotiations if the Contracting Officer later determines them to be necessary. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly evaluated proposals.

The Offeror shall complete Box 12 of Standard Form 33 and indicate within its proposal submission that its offer shall be accepted within 90 calendar days of the RFP closing date.

L.2. POINT OF CONTACT/QUESTIONS/SITE VISIT. The Procuring Contracting Officer (PCO) and the Contract Specialist are the primary points of contact for this acquisition. Any questions or concerns shall be addressed, in English, to the PCO and Contract Specialist. Except as otherwise indicated, e-mail is the only method of communication. This RFP shall not be discussed with any individual representing the U.S. Government, in any capacity, except the PCO, David S. Fields, or his representative (Contract Specialist), Jennifer B. Trevino. Failure to adhere to this restriction may be grounds to declare a firm ineligible for consideration of any award resulting from this competitive acquisition.

Offerors are encouraged to submit accompanying written explanations, as deemed necessary by the Offeror, to provide the Government with a better understanding of the basis of the proposed price that may otherwise seem unreasonable or incomplete. Offerors are cautioned against placing conditions or qualifications upon their price proposal that are contrary to, or otherwise attempt to, amend the requirements of the solicitation; doing so may result in an offer being deemed non-responsive or unacceptable for further consideration of award.

The Government anticipates receiving competitive proposals and using competition to determine price reasonableness. The Government reserves the right to request other than certified cost or pricing data after receiving proposals.
