About this opportunity
The United States Marine Corps seeks to procure commercial-off-the-shelf hardware, software, and installation services for a Secure Video Teleconferencing capabilities upgrade at Marine Corps Base Camp Lejeune, North Carolina, with proposals due September 2, 2026. This is a 100% Total Small Business Set-Aside, which restricts competition to small businesses meeting the 750-employee size standard under NAICS 334310.
Place of performance is Building 24, 24 McHugh Boulevard, Camp Lejeune, NC 28547. All equipment must be natively compatible with existing Crestron and Cisco systems infrastructure; the brand-name justification document identifies allowable manufacturers as Crestron, Extreme Networks, FS.com, Cisco, Vaddio, Market Central, Biamp, and Shure. The Government has restricted brands to avoid cost-prohibitive rip-and-replace scenarios, preserve proprietary interoperability with existing control programming and DSP audio configuration, and maintain manufacturer warranties and cybersecurity protocols.
All contractor personnel performing on-site work must hold an active SECRET security clearance and be U.S. citizens, with a DD Form 254 to be incorporated into the contract. The contractor's company must hold a valid SECRET facility clearance. A Bill of Materials specifies 19 line items including Crestron DM NVX encoder/decoder cards, an Extreme Networks 5420 Universal Switch with PoE ports, Cisco codec systems, Vaddio PTZ cameras, Biamp DSP audio processing, and Shure microphone arrays.
Performance period is 45 calendar days from award for all installation and configuration services, with hardware delivery required within 120 days of award. Incidental services include physical installation with cable labeling, logical configuration including firmware updates and DSP tuning, and user and administrator training. Quotes must be submitted via email with 90-day validity and FOB Destination pricing to Camp Lejeune. Award will be based on price, technical capability, and past performance. The PSC is 7E20.
