About this file
This is a Performance Work Statement (PWS) for the 2d Network Battalion Watch Floor Expansion at Marine Corps Base Camp Lejeune, North Carolina. The primary objective is to procure commercial-off-the-shelf (COTS) hardware and software components to upgrade and expand the Watch floor command and control capabilities in Building 24, along with incidental services including physical installation, logical configuration, and user training.
The contract requires 19 line items of specific equipment from restricted manufacturers (Crestron, Extreme Networks, FS.com, Cisco, Vaddio, Market Central, Biamp, and Shure) to maintain interoperability with the Government's existing proprietary SVTC architecture, which includes Crestron Audiovisual Control, Cisco Video Teleconference Codecs, and Biamp audio processors. Key equipment includes DM NVX network AV encoder/decoder cards, an Extreme Networks 5420 Universal Switch with PoE ports, Cisco codec systems, Vaddio PTZ cameras, Biamp DSP audio processing, and Shure microphone arrays. All equipment must natively integrate without custom middleware or API bridging and must be manageable through existing Beetronics touchscreens and Crestron hardware. The contractor must provide physical installation with proper cable labeling, logical configuration including firmware updates and DSP tuning, and training consisting of one user session (approximately 1 hour), one administrator session (approximately 2 hours), and a laminated Quick Reference Guide.
Delivery must occur within 120 days of contract award to Building 24, Watch Floor, Marine Corps Base Camp Lejeune, NC, with all installation and configuration services completed within 45 days of award. All hardware must be delivered as new, authorized commercial items with standard OEM warranties and must comply with Trade Agreements Act (TAA) and NDAA Section 889 requirements. System Acceptance Testing (SAT) with the Government Technical Point of Contact (TPOC) is required for acceptance, including verification of all delivered items, demonstration of local system controls and A/V routing, and successful end-to-end VTC test call. The contractor must provide a 365-day workmanship warranty covering physical installation labor only, separate from manufacturer hardware warranties. Contractor personnel do not require security clearances but must obtain standard base access badges through the Contractor Vetting Office in Building 818 and will be escorted by authorized Government personnel at all times.

Performance Work Statement
2d Network Battalion Watch Floor Expansion
1.0 OBJECTIVE AND SCOPE
The primary objective of this acquisition is to procure commercial-off-the-shelf (COTS) hardware and software components to upgrade and expand the 2d Network Battalion’s Watch floor command and control capabilities in
Building 24. Because the Government requires these components to be integrated into an existing, proprietary architecture, the Contractor shall also provide highly specialized, incidental services including physical installation, logical configuration, and user training.
2.0 EXISTING SYSTEM BASELINE & BRAND-NAME INTEROPERABILITY REQUIREMENTS
The Government currently operates a highly customized SVTC architecture utilizing Crestron Audiovisual Control, Cisco Video Teleconference Codecs, and Biamp audio processors. To ensure continuity of operations, maintain the current cybersecurity accreditation baseline (RMF), and prevent the voiding of existing manufacturer warranties, all equipment procured under this PWS must meet the following mandatory interoperability constraints:
2.1 Native Integration: All supplied equipment must natively integrate with the existing Samsung video walls and infrastructure without the use of custom middleware, third-party translation software, or API bridging.
2.2 Unified Management: The procured equipment must be fully configurable and manageable through the
Government's existing Beetronics touchscreens and supporting Crestron hardware.
2.3 Note to Quoters: Due to the proprietary nature of the existing infrastructure, this requirement is restricted to
Crestron, Extreme Networks, FS, Cisco, Vaddio, Market Central, Biamp, and Shure major end items listed within
Section 3.0 of the PWS. Quotes that require "rip-and-replace" of the existing baseline will be deemed technically unacceptable.
3.0 REQUIRED SUPPLIES (EQUIPMENT LIST)
The Contractor shall procure, provide, and transfer ownership to the Government of the following specific hardware and software licenses as new, authorized commercial items covered by standard OEM warranties. The Contractor is responsible for identifying and providing any minor consumable supplies (e.g., specific cabling, zip ties, custom mounting brackets) required to make the listed equipment fully operational.
