About this file

This is a Questions and Answers document addressing technical and logistical clarifications for a federal contract opportunity related to a 2nd Network Battalion Watch Floor system expansion at Camp Lejeune.

The effort is a follow-on to previous contract M6700125P0032 and involves integrating three Cisco Codec EQ units (Part #CS-CODEC-EQ-NRK9++) into an existing watch floor system: one as an SVTC, one as an Unclassified Teams Pro unit, and one as a Secret Teams Pro unit. The system must integrate with existing Crestron processors and Beetronics touchscreen interfaces, with the Cisco codec programmable to sync with the Beetronics touchscreens. The Government will provide a Bill of Materials associated with the previous project but does not have as-built drawings or system interconnect diagrams available. Source code from the previous vendor will be provided; the programming language is unknown. The target Period of Performance is 45 calendar days from award, though quoters should propose realistic delivery and installation timelines that will become the legally binding schedule upon award. Delivery destination is Building 24, 24 McHugh Blvd, Camp Lejeune, NC 28547. All contractor personnel performing on-site work must hold an active SECRET security clearance and be U.S. citizens, with a DD Form 254 to be incorporated into the contract. The solicitation closing date has been extended to Wednesday, September 2, 2026, at 12:00 PM EST to accommodate security clearance requirements and allow quoters time to submit accurate proposals.

Questions and Answers:

1. Incumbent & History: Is this a brand-new requirement, or is there an incumbent contractor? If so, could you please provide the previous contract number?

Answer: This is a new requirement that is a follow-on effort to a previous watch floor expansion. The previous, similar contract was M6700125P0032.

2. Citizenship Requirements: Regarding personnel, the PWS states no security clearance is required; however, are there any U.S. citizenship requirements for base access?

Answer: The PWS is hereby amended. An active SECRET security clearance is required for all contractor personnel performing work on-site. As a result, U.S.

Citizenship is a mandatory requirement, as it is a prerequisite for obtaining a DoD security clearance. This is in addition to the standard base access requirements detailed in Section 9.0 of the PWS. A DD Form 254 will be incorporated into the contract award.

3. Period of Performance Conflict: Section 8.2 of the PWS states all work must be completed within 45 days of award. However, the table in Section 7.2 allows 120 days for hardware delivery plus an additional 90 business days for installation. Please clarify the correct and legally binding period of performance.

Answer: The Performance Requirements Summary table in Section 7.2 of the PWS has been amended to remove the "120 days" and "90 business days" references, replacing them with "in accordance with the Contractor's accepted proposed schedule." The target Period of Performance for this effort remains forty-five (45) calendar days from the date of contract award, as stated in PWS Section 8.2. However, the Government acknowledges potential supply chain constraints. Quoters are instructed to quote their best realistic delivery and installation lead times within their quote. The Government will take these proposed timelines into consideration during the evaluation and award process, and the final accepted schedule will become the legally binding Period of Performance upon award.

4. Existing System Drawings & BOM: Will the Government provide the as-built line drawings, system interconnect diagrams, and a comprehensive Bill of Materials (BOM) for the current SVTC system to the successful quoter?

Answer: We do not have as-built drawings or system interconnect diagrams. BOM attached.

5. Uncompiled Source Code: Will the Government provide the existing, uncompiled source code for the Crestron processor, the Beetronics touch panel file, and the Biamp DSP configuration to the successful quoter to facilitate integration? In what language is the existing code written (e.g., SIMPL# or SIMPL/SIMPL+)?

Answer: We can get the code from the last vendor that executed work. Language is unknown by requestor.

6. Cisco Codec Quantity & Integration: Please confirm that PWS Section 3.0, Item 8, correctly requires three (3) Cisco Codec EQ units (Part #CS-CODEC-EQ-NRK9++). If correct, please confirm all three codecs are to be integrated into the existing 2d Network Battalion Watch Floor system.

Answer: One codec will be integrated as an SVTC. One codec will be integrated as a Unclassified Teams Pro unit. One codec will be integrated as a Secret Teams Pro unit.

7. Existing Equipment & Power: Does the USMC have an existing equipment enclosure/rack with sufficient space and power to support the additional equipment listed in the PWS?

Answer: Yes

8. Existing Crestron Processor: The PWS requires integration with an existing Crestron system but does not specify the model of the current processor. Can the Government provide the model number of the existing Crestron processor?

Answer: Existing model number is in BOM for former project.

9. VTC System Scope (Replacement vs. New): Is the USMC replacing existing VTC codecs with this new system, or is this a new VTC capability for the room? If replacing codecs, please provide the make and model of the codecs being replaced.

Answer: This is a new capability for the room.

10. User Interface Conflict (Cisco vs. Beetronics): PWS Section 2.2 states the system must be manageable via the existing Beetronics touchscreens, but the equipment list (Item

9) includes a new Cisco Navigator Tabletop Touchpanel. Please clarify if the Cisco Navigator is intended to operate independently or if it must be programmed to sync with the primary Beetronics interface.

Answer: The Cisco codec must be able to integrate with the Beetronics touchscreens.

11. Missing Logistical Data: PWS Section 7.1 (Delivery) leaves the specific F.O.B.

Destination address blank. Please provide the full, physical shipping address for Camp Lejeune.

Answer: (Building 24) 24 McHugh Blvd, Camp Lejeune, NC 28547

12. Solicitation Extension: In light of the technical questions and timeline contradictions, will the Government consider extending the solicitation closing date by 7-14 calendar days to allow quoters to submit more accurate and responsive quoters?

Answer: Yes. In order to accommodate the newly established SECRET security clearance requirements and allow quoters sufficient time to submit accurate, compliant quotes, the Government is extending the solicitation closing date. The new solicitation closing date is hereby established as Wednesday, September 2, 2026, at 12:00 PM (Noon) EST.

13. Floor Plan vs. PWS Discrepancy: The room drawing provided as an attachment shows six individual displays, while the PWS implies the integration is with existing "Samsung video walls." Please clarify the existing display configuration.

Answer: The six displays depicted is the configuration prior to video wall installation.

Three monitors equals one video wall on each side of the room.

14. NVX Endpoint Quantity: Based on the equipment list, there do not appear to be enough Crestron DM-NVX endpoints to support all required inputs and outputs for the specified devices. Please confirm if the Bill of Materials in Section 3.0 is complete or if there is a discrepancy.

Answer: See attached BOM associated with previous project for clarification.
