The government reserves the right to make award based solely on initial quotes received. Award will be made to the responsible quoter whose conforming offer is most advantageous to the government based on price, technical capability, and past performance evaluation criteria. Only open market pricing will be considered, and price reasonableness will be conducted per FAR 12.204(a). FOB Destination pricing is preferred to MCB Camp Lejeune, NC, and quotes should remain valid for 90 days unless otherwise stated. The resulting contract will be issued on a government purchase order, with a binding contract formed only upon supplier acceptance through written acknowledgment or substantial performance.
