About this opportunity

The Transportation Security Administration (TSA), an agency within the Department of Homeland Security, has issued a Special Notice for Screening Equipment Deployment Services (SEDS) Checked Baggage (CB) procurement. This notice serves as an advance preview of a forthcoming Request for Proposal (RFP) that TSA anticipates releasing in Q1 or Q2 of FY26. The procurement involves comprehensive deployment, installation, and management services for checked baggage screening equipment at airports nationwide, including both inline and standalone configurations of Explosives Detection Systems (EDS) and Explosive Trace Detection (ETD) equipment. The Special Notice includes draft Statement of Work documents, contract attachments, and pricing templates to provide industry stakeholders with early visibility into the procurement requirements. TSA has structured this as an Indefinite Delivery/Indefinite Quantity (IDIQ) contract covering multiple years of equipment deployment services.

The primary purpose of this Special Notice is to solicit industry feedback on the draft procurement documents before the formal RFP release, with responses due by September 5, 2025. Interested contractors must submit questions and comments using the provided template via email to designated TSA contacts Lindsay Alexander and Heather Karle. The contract will require contractors to provide qualified site lead personnel with project management certifications, transportation security experience, and airport project management backgrounds to manage complex screening equipment projects across various airports. Key services include conducting site surveys, coordinating equipment shipments and installations, performing comprehensive project management, equipment rigging and testing, decommissioning activities, and supporting reimbursement agreement invoice reviews. The procurement encompasses multiple equipment types from various manufacturers including Smiths Detection, Leidos, and L3, with detailed pricing structures for shipping, installation, temporary storage, and labor categories across eight contract years.
