About this file

This file is a comprehensive Decommissioning Checklist Template for Explosive Detection System (EDS) equipment used by the Transportation Security Administration (TSA). The detailed Excel spreadsheet provides a systematic approach for decommissioning checked baggage screening equipment, requiring extensive documentation of equipment condition, serial numbers, and operational performance. The checklist includes multiple sections for evaluation criteria, such as operability verification, assessment and cleaning, disassembly, crating, and shipping procedures, with specific requirements for photographic documentation, component inventory, and condition assessment.

The template is designed for TSA Screening Equipment Deployment Services (SEDS) contractors to thoroughly document the decommissioning process of EDS equipment, including detailed inspections of components like conveyors, gantry, detectors, printers, and peripheral systems. It mandates comprehensive checks including radiation surveys, interlock and e-stop functionality, x-ray light verification, and decibel level testing, with provisions for recommending repairs, refurbishments, or replacements of equipment parts. The document requires contractors to complete all sections in full, provide comments for any negative or non-applicable responses, and submit a complete report with labeled photographic evidence to CBTPlanning@tsa.dhs.gov.

Instructions

SectionSubjectDetails / Instructions
Operability VerificationPowerupPerform all power checks in accordance with the latest installation manual. If the unit fails any of the power checks, note the component(s) which caused the failure on the Recommendation section. Please provide a picture of the failed test / failed test result to justify cleaning or replacement of the part.
Operability VerificationInterlock CheckEnsure all system interlocks are operable in accordance with the latest installation manual. With the unit on, one at a time, individually open each door, inspect the interlock indicator to ensure it illuminates, and close the door. Repeat this process for all access doors on the scanner, entrance tunnel, and exit tunnel to ensure that the x-ray source will not remain on and the gantry will not continue to spin with access doors open. If the unit fails any of the interlock checks, note the component(s) which caused the failure on the Recommendation section.
Operability VerificationE-Stop CheckEnsure all system e-stops are operable in accordance with the latest installation manual. With the system on, activate each e-stop, one at a time, ensuring the indicator illuminates as expected. After each test, reset the circuit per the instruction manual before testing the next e-stop. If the unit fails any of the e-stop checks, note the component(s) which caused the failure on the Recommendation section.
Operability VerificationX-Ray LightsWhile the system is warming up and scanning bags, ensure all X-RAY ON lights illuminate as expected per the procedures in the maintenance manual. If the unit fails any of the x-ray light checks, note the component(s) which caused the failure on the Recommendation section.
Operability VerificationOperating Parameter ValuesIn accordance with the latest installation manual, ensure that all operating parameters are within the required ranges. If something is outside of the expected range, determine the component at fault and list the component(s) which caused the failure on the Recommendation section.
Operability VerificationRadiation SurveyHas a radiation survey been performed within the last year? If so, did the unit pass? If the answer to either question is no, perform a new radiation survey and record the results. If the unit fails the radiation survey, identify the parts requiring replacement or repair/refurbishment in the recommendation section. Also during this step, please inspect the scanner's curtains for any damage, noting them for cleaning, repair/refurbishment, or replacement on the recommendation section.
Operability VerificationConveyor Belt(s) and ComponentsPerform all conveyor tests per the latest maintenance manual. This includes, but is not limited to, checking the belt tension and tracking. Inspect all conveyor belt components for damage, ensuring the belts themselves are free of rips or tears and that belts are tensioned to specification and aligned correctly. Ensure there are no abnormal vibrations or noises. If issues are found with any of the above tests/inspections, add a recommendation for cleaning, repair/refurbishment, or replacement on the recommendation section.
Operability VerificationPrinter OperationIf the unit has a printer, print a test sheet from the printer and validate that all test panels look as expected. If the printer fails the test sheet, perform a self-cleaning operation on the printer and ensure the ink is full. If the printer still does not pass the test sheet, ensure the printer is marked for potential repair/refurbishment or replacement on the recommendation section.
Operability VerificationDetector Array ConditionPerform tests to verify the performance of the detector array per the latest maintenance manual. This includes, but is not limited to, the DAS Health Check. If any test fails, perform a root cause analysis and add any recommended cleanings, part repairs/refurbishments, or part replacements to the recommendation section.
Operability VerificationGantry ConditionPerform tests to verify the gantry condition per the latest maintenance manual. This test includes, but is not limited to, the semi-annual bearing assessment. Additionally, check the tolerances on the gantry bearing and any unusual noises or vibrations coming from the gantry during operation. If any tests are failed or if the gantry bearing is out of spec or producing unusual noises/vibrations, include any recommended part cleaning, refurbishment, or replacements on the recommendation section.
Operability VerificationIQTK/OTKRun the Image Quality Test Kit (IQTK) or Operational Test Kit (OTK) 2 times in accordance with the latest installation manual. If the unit fails any of the passes, perform a root cause analysis and note the components at fault on the recommendation section and flag for potential replacement.
Operability VerificationEquipment and Component KeysEnsure all keys to unlock scanner and peripheral access panels, as well as the key to turn the system on, are available and function. If keys are missing or do not work, flag these as items for repair/refurbishment or replacement on the recommendation section.
Operability VerificationDecibel Level Test (Comment Baseline level and operational level)While system is in a non-powered position, conduct a decibel level test approximately 3 feet from main EDS unit with a dedicated decibel recording tool and record baseline. Power-on the system and conduct a decibel level test approximately 3 feet from the main EDS unit with a dedicated decibel recording tool and record in comment operational decibel level.
Part RecommendationComments/JustificationsIf applicable, add comments about the condition of the part including whether it required cleaning, repair/refurbishment, or replacement. Items for cleaning may have dirt/dust/grime impacting operation or are located in a visible area of the equipment. Item replacements are the result of a failed operability tests or from visible wear that could impede function or can be seen from the outside of the system (e.g. wire sheathing worn through, bent pins, tears, dead pixels, etc.). Items for repair or refurbishment result from the same circumstances as replacement items; however, the parts may be hard to replace or less expensive to repair (e.g. painting of scratched/scuffed parts, removal of dents, etc.).
Part RecommendationCleaning PartsIs dirt, dust, or grime impacting the function of this part? Is this part visible outside of the scanner? Does the part have any labels or markings outside of those placed by the manufacturer or TSA? Is this part recommended for repair/refurbishment or replacement? If yes to either of the first three question and the part is not being recommended for replacement, the part must be cleaned.
Part RecommendationRepair/Refurbishment of partsWas this part responsible for a failure of any of the operability verification tests? Does the part show visible wear that could impede it's function? (e.g. wire sheathing worn through, bent pins, tears, dead pixels, etc.) Do any parts show visible wear on the outside of the scanner or tunnels? (e.g. dents, scratches, dings). If yes, can the part be easily repaired, are new parts difficult to obtain, or is it less expensive to repair the part than to replace it? If yes to any of those three questions, the part should be marked for potential repair/refurbishment.
Part RecommendationReplacing PartsWas this part responsible for a failure of any of the operability verification tests? Does the part show visible wear that could impede it's function? (e.g. wire sheathing worn through, bent pins, tears, dead pixels, etc.) Do any parts show visible wear on the outside of the scanner or tunnels? (e.g. dents, scratches, dings) If yes to any of those questions, is the part hard to repair or is the part less expensive to repair than to replace. If yes to either of those questions, the part should be marked for potential replacement.
Part RecommendationComments/JustificationsPlease provide a comment or justification to explain why the part is being recommended to be replaced and what the photo of the part is showing. This could include pointing out broken/dirty parts or showing test results that indicate replacement is needed.
