About this opportunity

The Transportation Security Administration (TSA) is seeking industry input through a Sources Sought/Request for Information (RFI) for Screening Equipment Deployment Services (SEDS) - Checked Baggage (CB). The agency requires contractors to provide security technology equipment installation, deployment, and planning services at U.S. federalized airports, including both continental and non-continental locations, as well as other TSA designated sites like labs, universities, and training facilities. The RFI seeks vendor capabilities and insights to inform the future development of a Request for Proposal (RFP), with responses due by November 7, 2024. Vendors must submit electronic responses to Mrs. Heather Karle and Mrs. Lindsay Alexander via email, understanding that the government will use these submissions for market research purposes only. While the government may choose to hold technical information exchange meetings at its discretion, there is no guarantee of follow-up communication with respondents.

The current contract opportunity does not have a specific small business set-aside, and no incumbent contractors are explicitly named in the documents. The existing SEDS CB contract has a ceiling value of $318.6 million over five years, covering deployments, relocations, and decommissioning of Transportation Security Equipment and associated peripherals. The potential contract will likely have a base period of one year with multiple option years, as indicated in the various Statements of Work. The scope encompasses comprehensive services including program management, site lead support, equipment installation and testing, shipping, rigging, and equipment relocation across multiple U.S. regions. Contractors will be expected to provide detailed reporting, including daily updates, weekly conference calls, and monthly status reports, with key deliverables such as the Acquisitions Requirements Order Worksheet due 180 days prior to equipment delivery, relocation, or removal.
