About this opportunity
The Department of Energy Office of Science, through SLAC National Accelerator Laboratory, anticipates issuing a firm-fixed-price subcontract for demolition of buildings B308 and B311 and removal of a 110,000-pound synchronous condenser from the Master Substation Yard in Menlo Park, California, with proposals due August 10, 2026 at 5:00 PM PST.
Work is classified as non-green demolition requiring specialized activities including hazardous energy control, lead abatement, hoisting and rigging under 230kV overhead transmission lines, and operations within an active substation yard under SLAC escort. Performance spans six weeks from October 12 to November 20, 2026. The subcontractor must furnish all labor, materials, tools, equipment, and temporary construction power, with vehicle and crane operations constrained to a 20-foot width by 11-foot height clearance zone due to energized power lines. Demolished materials must be disassembled and separated into SLAC-provided bins for metal, wire, and breakage for salvage removal.
Offerors must hold a current California Contractor's License and complete a Subcontractor Safety Qualification Form valid through award. For proposals exceeding $1.0 million, comprehensive general liability insurance of $5,000,000 is required; subcontracts of $150,000 or more require Miller Act performance and payment bonds. Key personnel must include a Project Manager (50%), a Project Superintendent (100% onsite), and a Site Safety Representative with OSHA 30-hour Construction Safety certification, minimum 25% onsite. Offerors must demonstrate three years minimum local San Francisco Bay Area office establishment, three years of OSHA Form 300 data, prior experience with DOE National Laboratories or federal facilities, and no convictions involving government contracts.
Award will be made to the lowest-price technically acceptable offeror using a Meets/Does Not Meet evaluation. Technical evaluation covers project approach, safety plan, schedule, project management methodology, and statement of qualifications. Price evaluation includes bonding capacity, financial statements, Dun & Bradstreet SER scores, and cost reasonableness. All work must comply with Davis-Bacon prevailing wage requirements, DOE Worker Safety and Health Program standards (10 CFR 851), Cal/OSHA regulations, and applicable SLAC ES&H standards. Introduction and Overview:
The subcontractor must provide all labor, oversight, tools, materials, equipment, and services necessary to complete the work safely and in compliance with approved BIO documents as well as SLAC, DOE, and ES&H standards. SLAC receives power at its Master Substation (MSS) from a PG&E 230kV transmission line via two 230kV/12.47kV stepdown transformers. SLAC identifies that its AC power system encounters power factor issues at the point of connection (POC) with PG&E, where the power factor strays outside the contractual range (0.97 lag to 0.99 lead). This deviation stems from various factors, including reactive power imbalances, capacitive or inductive loads, etc. Consequently, suboptimal power factor conditions can result in increased power losses, reduced system efficiency, and involve potential penalties imposed by PG&E. To address this challenge, SLAC plans to implement power factor correction measures through the installation of two switched power factor correction (PFC) systems – one on 12.47 kV Bus-1 and another on 12.47kV Bus-2 at the Master Substation (MSS). These PFC units will dynamically improve reactive power flow, compensating for system reactive power demand, and maintaining the overall power factor within the required range. Enhancing power factor correction in this manner will optimize energy utilization, reduce system losses, and ensure continued compliance with PG&E contractual requirements.
Purpose:
Prior to the installation of the new power factor correction equipment, it is necessary to demolish existing buildings (B308 and B311) with equipment inside them to create adequate space within the MSS Yard. This Statement of Work outlines the scope for the demolition, disassembly, and removal of existing assets, including metal buildings B308 and B311, a non-operational synchronous condenser, and the associated electrical equipment and cabling and wiring serving the condenser. All identified buildings and equipment are located in the SLAC MSS Yard.
THIS IS FOR SOURCES SOUGHT ONLY, DO NOT SUMBIT BIDS. While the draft RFP package has been included with this post, the RFP has not been released. Interested vendors should express their interest by sending their capabilities statement to Doreen Agbayani at doreena@slac.stanford.edu.
