About this file
This is a Statement of Work (SOW) for demolition and disassembly activities supporting a reactive power compensation and power factor correction project at SLAC National Accelerator Laboratory in Menlo Park, California.
The scope of Work Package 1 requires the subcontractor to demolish metal buildings B308 and B311, remove a non-operational 110,000-pound synchronous condenser, and disconnect associated electrical equipment, cabling, and wiring located in the Master Substation (MSS) Yard. All work must be performed within an active substation yard under escort by SLAC employees and coordinated with the assigned Construction Manager. The subcontractor must furnish all labor, materials, tools, equipment, and temporary construction power. Demolished materials must be disassembled into convenient sizes and separated into SLAC-provided bins for metal, wire, and breakage for salvage removal, with Class II concrete and soil materials placed in designated bins for SLAC waste management. A critical constraint limits vehicle and crane operations to a 20-foot width by 11-foot height clearance zone due to 230kV overhead power lines. The existing ground grid must be preserved with any unavoidable impacts coordinated in advance.
Key deliverables include a schedule of major work activities, work plans for high-risk critical activities, Job Hazard Analysis, daily safety tailgates, verification of existing conditions with red-lined drawings, project close-out inspections, and completion of SLAC's punch list. The subcontractor must demonstrate experience in self-performed demolition work, successful execution of past projects with established partner relationships, and prior experience working in operational critical facilities such as main substations. The performance period spans six weeks from October 12 to November 20, 2026, with RFP release on August 14, 2026, proposal due September 3, 2026, and contract award anticipated September 25, 2026.

1 Introduction and Overview SLAC receives power at its Master Substation (MSS) from a PG&E 230kV transmission line via two 230kV/12.47kV stepdown transformers. SLAC identifies that its AC power system encounters power factor issues at the point of connection (POC) with PG&E, where the power factor strays outside the contractual range (0.97 lag to 0.99 lead). This deviation stems from various factors, including reactive power imbalances, capacitive or inductive loads, etc. Consequently, suboptimal power factor conditions can result in increased power losses, reduced system efficiency, and involve potential penalties imposed by PG&E.
To address this challenge, SLAC plans to implement power factor correction measures through the installation of two switched power factor correction (PFC) systems – one on 12.47 kV Bus-1 and another on 12.47kV Bus-2 at the Master Substation (MSS). These PFC units will dynamically improve reactive power flow, compensating for system reactive power demand, and maintaining the overall power factor within the required range. Enhancing power factor correction in this manner will optimize energy utilization, reduce system losses, and ensure continued compliance with PG&E contractual requirements.
2 Purpose Prior to the installation of the new power factor correction equipment, it is necessary to demolish existing buildings (B308 and B311) with equipment inside them to create adequate space within the MSS Yard.
This Statement of Work outlines the scope for the demolition, disassembly, and removal of existing assets, including metal buildings B308 and B311, a non-operational synchronous condenser, and the associated electrical equipment and cabling and wiring serving the condenser. All identified buildings and equipment are located in the SLAC MSS Yard.
The intent of this document is to also provide the Subcontractor with a basic insight into the type and magnitude of the project, safety compliance issues, and technical and project management requirements.
3 Location Perform onsite support work outlined in this SOW at SLAC National Accelerator Laboratory, 2575 Sand Hill Road, Menlo Park, San Mateo County, 94025, California, at the specified location.
