This document is the Evaluation Factors for Award section of RFP 367094 for Reactive Power Compensation Power Factor Correction Work Package 1 - Demolition services at SLAC National Accelerator Laboratory. Award will be made to the lowest-price technically acceptable offeror based on a Meets/Does Not Meet evaluation methodology. Technical proposals are evaluated on five primary factors: Technical Approach (including project approach, work elements, assumptions, and sub-tier partner identification), Safety (preliminary safety plan, ES&H program, environmental compliance status, and Construction Safety Qualification Form requirements including Experience Modification Rate and OSHA 300 logs review), Schedule (alignment with project timeline and inclusion of start/end dates and interdependencies), Project Management & Experience (methodologies for comprehensive project management and key personnel qualifications including OSHA 30 minimum certification for Site Safety Representative), and Statement of Qualifications (current California Contractor's license, criminal history clearance, three-year minimum local San Francisco Bay Area office establishment, and prior experience with DOE National Laboratories, DOE, DOD, or federal facilities). Price proposals are evaluated separately on business documentation including bonding capacity, Dun & Bradstreet SER scores, financial statements, and acceptance of SLAC Terms and Conditions, along with price completeness, realism, and reasonableness compared to the Independent Government Cost Estimate. The scope of work includes pre-mobilization activities, demolition, lead abatement, removal of Synchronous Condenser from Master Substation Yard, material salvage and waste disposal separation, and demobilization. Non-award debriefings are available upon written request within three days of notification.
