About this opportunity
The Department of the Air Force Pacific Air Forces is seeking multiple Blanket Purchase Agreements (BPAs) for comprehensive rooftop snow removal services at Joint Base Elmendorf-Richardson (JBER) in Alaska through Solicitation FA500025Q0027. The procurement requires contractors to provide snow removal from various building rooftops to a depth of 2-3 inches, including debris removal, while maintaining safety standards and protecting roof surfaces across 24 facilities totaling 2,866,448 square feet. Contractors must have 24-hour removal capabilities, provide all necessary labor and equipment, conduct pre- and post-removal inspections, and maintain detailed records of each snow removal event. The government will use a Lowest Price Technically Acceptable (LPTA) evaluation methodology to select up to three contractors who can demonstrate technical competency while offering the best value. Following multiple amendments, the final proposal submission deadline is August 28, 2025, at 12:00 PM AKDT, with site visits having been conducted on June 17 and July 9, 2025.
This opportunity is designated as a 100% Small Business set-aside under NAICS code 561730 (Landscaping Services) with a small business size standard of $9.5 million, and no incumbent contractors are identified in the solicitation documents. The total potential award value is $1 million distributed across multiple BPAs over the five-year ordering period, with each individual BPA having a maximum annual ceiling of $200,000. The contract performance period spans five years from October 1, 2025, through September 30, 2030, providing ongoing snow removal services as needed through call orders. All services will be performed at Joint Base Elmendorf-Richardson in Anchorage, Alaska, covering a diverse range of facilities including warehouses, hangars, maintenance shops, administrative buildings, and specialized structures constructed primarily between 1944 and 1988. The Air Force intends to establish multiple awards to ensure adequate contractor capacity and competition throughout the contract period.
