STATEMENT OF WORK

ROOF TOP SNOW REMOVAL SERVICES

JOINT BASE ELMENDORF-RICHARDSON

1. INTRODUCTION

The purpose of this Statement of Work (SOW) is to outline the requirements for roof top snow removal services at Joint Base Elmendorf-Richardson (JBER), Alaska. The Contractor shall provide all labor, equipment, and materials necessary to perform snow removal services on facilities located across JBER.

2. SCOPE OF WORK

The scope of this contract includes, but is not limited to, the following:

Snow removal from rooftops of the buildings described in the Blanket Purchase Agreement (BPA) call.

Debris removal from rooftops that may be obstructing the removal of the snow.

3. PERFORMANCE REQUIREMENTS

The Contractor shall perform snow removal services in accordance with the following performance requirements:

Respond to snow removal requests described in the BPA call.

Remove snow to a depth of 2-3 inches of roof surface in a manner that best protects the surface.

Remove the snow in a manner that allows the occupants to continue their normal activities.

The Contractor shall remove the snow accumulated during the operations at the end of each workday to government designated areas described in the BPA call.

All snow removed shall not obstruct or damage building walls, windows, entry sidewalks, stairs/steps, emergency exits or utilities such as gas meters, electrical panels/meters or fire hydrants, and other areas normally kept clear of snow for access/operations of the facility.

4. QUALITY STANDARDS

The Contractor shall perform snow removal services in accordance with the following quality standards:

Egress shall not be blocked by removed snow at any time.

The contractor shall keep vehicle access and pedestrian walkways clear of accumulated snow during snow removal operations The Contractor shall follow the FEMA P-957 / January 2013 Risk Management Series The Contractor shall follow Snow Load Safety Guide The Contractor shall follow all OSHA and AOSHA current safety requirements for roof top work.

5. DELIVERABLES

The Contractor shall provide the following deliverables:

The Contractor shall provide a record that consist of building, date, time, and amounts of snow removed for each BPA call placed.

6. PERFORMANCE SCHEDULE

The performance schedule for this contract is as follows:

Removal is allowed 24 hours a day with no restrictions.

Contractor shall notify the Government 24 hours in advance.

7. CONTRACTOR RESPONSIBILITIES

The Contractor shall be responsible for:

Providing all labor, equipment, and materials necessary to perform snow removal services

Ensuring that all snow removal equipment is properly maintained and operated Inspecting the rooftops prior to and after snow removal to identify any potential hazards or damage.

8. STRUCTURES

The contractor’s methods or processes for roof top snow removal may vary based on the type of roof. Note, most government structures consist of:

EPDM Membrane, PVC membrane, Built up, Ballasted roofs with concrete pavers.

Standing seam Metal

The Contractor shall use equipment and materials that are compatible with the facilities and do not damage the surfaces.
