SUBJECT: FA500025Q0027 Rooftop Snow Removal – Site Visit Questions & Answers

1Q. Will this be strictly a per sq foot bid or can it be changed to hourly?

1A. A per square foot price based on an actual site visit for each area to be cleared at the BPA ‘call’ level is in the Government’s best interest.

2Q. Will companies that are awarded the contract be assigned buildings for the season or will the buildings be rotated? This will be important for marking penetrations and obstacles on the roof.

There needs to be consistency pre snow for locating potential problems.

2A. Companies will not be assigned buildings for the season, these will be assigned during specific site visits for each clearing event. 773 CES can provide Aerial imagery of the specific building roofs during site visit.

3Q. Will there be a lay down yard with power available on base? Where on base can equipment be stored during the project?

3A. There will not be a specific yard or area provided. The contractor would have an area at each roof location that could be used during the removal process that will be outlined during the specific roof site visit.

4Q. Ground snow removal? Only near doors? Piles over windows who will be responsible?

4A. Contractor will not be allowed to place snow over ingress/egress sidewalks, windows, doors, or power panels and meters, if they do the expectation will be to remove the snow immediately to a location identified during the specific roof site visit.

5Q. Can photos of the roof areas—including vents and pipes—for each building be provided?

5A. 773 CES can provide Aerial imagery of the specific building roofs during site visit.

6Q. Can we obtain the roof specifications for each building?

6A. Roof specifications can be provided at the specific roof site visit.

7Q. Do the roof specs include load-bearing capacity data for use by our structural engineer to determine safe equipment placement?

7A. Roof load design information can be provided at specific roof site visit

8Q. Has a specific snow depth threshold been established that would trigger a snow removal call-out?

8A. No specific snow depth has been established

9Q. Would the base consider setting a default removal threshold at 12 inches, as discussed during the walkthrough.

9A. No specific snow depth has been established, snow removal requirement will be upon site visit at the BPA ‘call’ level.

10Q. Is there a limit on how long such equipment (including an RV used as a mobile office) can be parked on-site during multi-day snow removal operations?

10A. During roof specific site visit, a staging area for equipment and materials will be identified.

11Q. Are contractors responsible for transporting snow removed from the roofs to a designated snow dump site on base?

11A. No, during the specific roof site visit the location of snow placement will be identified, usually just off the roof to an area agreed on so the installation personnel can use in-house equipment to remove. Contractor will not be allowed to place snow over ingress/egress sidewalks, windows, doors, or power panels and meters; if they do the expectation will be to remove the snow immediately to a location identified during the specific roof site visit.

12Q. If so, can you please provide the location of that site and any relevant access procedures or restrictions?

12A. N/A

13Q. Concerning the contract for Rooftop Snow Removal for Elmendorf/Richardson, what exactly are the parameters for a service call? How deep does the snow get before they call for service?

13A. 773 CES will determine the need for removal and work with Contracting to setup a roof specific site visit to allow all parties to view and observe the requirement.

14Q. What DoL wage determination labor category is this work classified under?

14A. The contractor is responsible for accurately classifying employees based on the actual work they perform on the project and bears the burden of proof to demonstrate that the chosen classification is appropriate for the work being performed. If you are unsure about the correct classification, you can contact the DOL's Wage and Hour Division for guidance.
