About this opportunity

The U.S. Army Corps of Engineers, Alaska District, issued a Market Intelligence Questionnaire on October 22, 2026, soliciting industry feedback on project delivery methods and contracting vehicles for two military construction projects at Joint Base Elmendorf-Richardson, Alaska, with responses due October 29, 2026.

The Pallet Processing Facility (JBR041) is a 52,000 square-foot hazardous cargo processing and alert preparation facility with a target budget of $79.5 million. The Rapid Deployment Facility (JBR044) is a pre-deployment staging complex for Brigade Combat Team (Airborne) operations with a target budget of $103 million. Both projects are located within JBER-Richardson's secure facility perimeter in Climate Zone 7, with design start planned for FY29 Q1, construction start in FY30, and a 24-month construction period spanning FY29–FY32.

The Government is evaluating three project delivery methods: Accelerated Design-Build to Budget using FAR-based contracting, Construction Manager at Risk utilizing Other Transactional Agreements, and Progressive Design-Build using OTA vehicles. The questionnaire requests detailed industry input on cold climate design practices, inter-project coordination and utility integration, Alaska construction season scheduling challenges, temporary space and mobilization requirements, budget realism and cost drivers, contract incentive preferences, and delivery path recommendations. Respondents must provide company information, bonding capacity, socioeconomic status, teaming structure, and program capability and interest statements.
