About this opportunity
The Puerto Rico Army National Guard seeks supply and installation of four prefabricated commercial office modular trailers at Camp Santiago Joint Training Center, Salinas, Puerto Rico, with quotations due September 18, 2026 at 4:00 PM local time. This procurement is set aside 100% for Women-Owned Small Businesses (WOSB).
Place of performance is Building 100 Wilson Avenue, Camp Santiago, Salinas 00751, Puerto Rico (Warrior Plaza). The NAICS code is 321991, Manufactured Home Manufacturing; PSC is 5410, Prefabricated and Portable Buildings.
Each trailer must measure 24 feet by 72 feet to 24 feet by 80 feet (1,728–1,920 usable square feet) with manufacturer's standard hurricane/coastal wind-rated package (140–180 mph design wind speed per ASCE 7 or Caribbean Uniform Building Code), coastal corrosion-resistant materials including anodized aluminum and 316 stainless steel hardware, 100-amp main distribution electrical panel with eight IT/data conduit drops terminating above suspended ceiling, dual 3.0-ton coastal-treated HVAC units, two commercial security steel entry doors with vision lites, commercial-grade vinyl tile flooring, suspended acoustic ceiling or pre-finished panels, commercial security windows (approximately 30" wide × 33–36" high) with 1/2-inch stainless steel security bars (jalousie-style preferred), fully adhered single-ply white roofing with high solar reflectance index, thermal envelope rated for hot-humid tropical climate (R-11 to R-13 walls, R-19 ceiling/roof), and manufacturer's standard tie-down/anchor systems rated to withstand wind design capacity on existing concrete surface. Contractor is responsible for turnkey delivery FOB Destination, offloading, placement, blocking, leveling, structural seaming of multi-wide sections, complete anchor-kit installation, and final utility connections to existing site stubs. The Government excludes site preparation, concrete remediation, exterior stairs or ADA ramps, and permanent electrical/water/sewer grid extensions.
Delivery and installation must be completed within 145 calendar days from award: technical data sheets due within 15 days, Government confirmation within 10 days, Notice to Proceed within 10 days, and delivery/installation completion within 110 days after NTP issuance. Contractor must provide temporary generator power for acceptance testing.
Contractor personnel must be U.S. citizens or authorized workers with Real ID-compliant identification, criminal background clearance via NCIC III and Terrorist Screening Database, and must complete within 30 days of award: Awareness Training Level 1, OPSEC Level 1 per AR 530-1, and iWATCH terrorism awareness briefing. Insurance requirements include Workers' Compensation ($100,000 through Puerto Rico's CFSE/SIFC), Comprehensive General Liability ($500,000 per occurrence), and Comprehensive Automobile Liability ($200,000 per person, $500,000 per accident for bodily injury plus $20,000 property damage). A minimum 12-month commercial warranty from acceptance is required.
Delivery clearance at the Main Gate is 13 feet overhead with approximately 10-foot-wide entrance lane profile. The RFI period closed September 3, 2026. Quotations must be submitted as two separate volumes: a priced SF 1449 form and a technical suitability volume not exceeding 15 pages demonstrating compliance with the Statement of Work, product literature, warranty terms, and Limitations on Subcontracting (FAR 52.219-14) and Non-Manufacturer Rule compliance narratives. Award will be firm fixed price based on lowest-priced conforming quotation evaluated sequentially by price, with technical conformance as the primary criterion. Sixty industry requests for information received through September 8 have been answered and incorporated into Amendment 0002 (issued September 8, 2026), which supersedes all prior statements of work and closes the question period.

Notice Update No. 2 dated 8 September 2026
The purpose of this notice update is to provide Amendment 0002 to Solicitation W912LR26QA042. This amendment and update notice is to incorporate official Government responses to all prospective vendor inquiries, issue the updated Statement of Work (Revision 8 September 2026), provide site delivery clearance data, and ensure alignment across the solicitation documents.
2. Summary of Changes:
-
Official RFI Responses (Attachment 1): Incorporates Government responses to all industry Requests for Information (RFIs #1 through #60). The question period is formally closed; no further questions will be accepted.
-
Revised Statement of Work (Attachment 2): Supersedes the previous SOW with Revision 8 September 2026. Key updates include:
-
Adopts commercial performance-based standards for doors (Section 4.6), windows (Section 4.9.3), siding (Section 4.9), and wall assemblies/weather barriers (Section 4.9.1).
-
Confirms turnkey placement, leveling, and concrete anchoring scope, while explicitly excluding permanent utility grid connections and latent slab remediation (Section 5.1.3.5).
-
Converts Section 6.0 into an informational "Summary of Major Deliverables," confirming that the SF 1449 CLIN structure legally governs quotation pricing.
-
Adds specific pre-fabrication technical data submittals for wind-load, coastal packages, and wall assemblies (Section 9.1).
-
Authorizes per-unit inspection, acceptance, and invoicing, and specifies contractor-provided generator power for acceptance functional testing (Section 10.0).
-
-
Delivery Clearance Exhibit (Attachment 3): Incorporates Technical Exhibit E (Main Gate Dimensions CSJTC), establishing a 13'-0" overhead clearance and ~10'-wide entrance lane profile for delivery logistics. (Note: Technical Exhibit D is omitted as permanent utility line extension is outside contractor scope).
-
Submission Deadline: The quotation due date and time have NOT been extended and remain as originally scheduled.
Quoters must acknowledge receipt of this amendment prior to the hour and date specified in the solicitation by signing Block 15 of this SF-30, completing Block 19 of the SF 1449, OR submitting an explicit written acknowledgement with their quotation package.

-
Commercial Material Tolerances: Specifications for interior finishes, ceiling systems, and security windows have been broadened to maximize competition and allow for standard commercial equivalents. (Note: Aluminum stairs/ramps are excluded from this requirement).
-
Site Exhibits Added: Technical Exhibit B (Warrior Plaza Site Plan) and Technical Exhibit C (Warrior Plaza Pictures) have been added and attached to provide visual and dimensional site context.
-

Submission Instructions & Key Caveats
Deadline: 11 September 2026 at 11:55 PM Local Time
Submission Method: Quotes shall be submitted electronically to ng.prarng.purchasing-and-contracting.mbx@army.mil. Include the solicitation number in the subject line. Quotations shall be submitted as one email with two separate volumes: Volume 1 (Priced Quote - SF 1449) and Volume 2 (Technical Suitability - max 15 pages). See 52.212-1 and addendums for detailed instructions.
Questions: Submit questions to the same email address no later than 02 September 2026 at 4:00 PM Local Time (Puerto Rico EST). Questions must relate to clarification of requirements, terms, and conditions only. Generic questions about prior purchases, or informational inquiries NOT RELATED to this solicitation will NOT BE ANSWERED. The contracting office will not address questions explicitly stated in this solicitation and its attachments.
Key Instruction & Evaluation Caveats:
Limitations on Subcontracting (52.219-14) & Non-Manufacturer Rule (NMR): To be determined conforming, Volume 2 of your quote must include a brief narrative demonstrating compliance with FAR 52.219-14 (Deviation 2021-O0008). The quoter must explicitly state whether they are the manufacturer of the trailers. If the quoter is a dealer/distributor, they must confirm compliance with the Non-Manufacturer Rule by identifying the domestic small business that is manufacturing the trailers or identify any "similarly situated entities" acting as subcontractors.
Technical Suitability Requirements: Volume 2 must include manufacturer product literature (cut sheets verifying trailer dimensions, 140-180 mph wind ratings, coastal corrosion resistance, thermal envelopes, and HVAC capacity). It must also include a copy of the standard 12-month minimum warranty, AND a written statement confirming that Government-installed IT cabling through provided conduits will NOT void the warranty.
Removal of Unexercised Options: This solicitation includes Option Line Items. Any option Contract Line Item (CLIN) that the Government does not select to exercise at the time of contract award shall be completely removed from the final award document. Only the base requirement and those option CLINs explicitly exercised in writing at the time of award will constitute the final purchase order.
Basis of Award
The Government will issue a Firm-Fixed Price (FFP) Purchase Order to the lowest priced, conforming quotation. This acquisition is being conducted under Simplified Acquisition Procedures for commercial products under RFO.
Sequential Review Process: To streamline the evaluation process, the Government will rank quotes in pricing order from low to high. The Government will first evaluate the technical suitability (Volume 2) of the lowest-priced quotation. If the lowest-priced quotation fully conforms to the requirement (including NMR/Subcontracting limitations and technical specs), the Government intends to make an award to that quoter without reviewing the remaining technical volumes.

Anticipated Date of Award: 18 September 2026
